  5. How will we account for that? Will expansive testing windows yield an unequal Race?

  6. Who will set the cut scores? will they be Nationally uniform or vary by state?

  7. Who will “own” the Common Core standards? Who will make decisions about ChanGing Standards, tests, cut scores, ETC., going forward?

  8. Will the feds decidewhich tests are acceptable?
