Evaluate Offers/Select Vendor How do I know whether a Vendor is offering what I need? Create Contract How do I know if a vendor is reliable? Administer Contract How do I create a contract with all of the appropriate information? How do all the right people receive the contract information they need? Agencies/Services Responsible for executing these steps Contract Close-Out How does all the spending information get tracked?

Approach • Emphasize business services rather than underlying information technology products – Implement Service Oriented Architecture • The IAE Program Management Office will become the system integrator • The PMO will establish separate contracts for level 1 help desk, hosting, architecture and operations and maintenance, and system enhancements • Move from individual contracts for each system to an overall IAE architecture and operations and maintenance support contract – ie, organize contract support to emphasize integration rather than the continuation of stovepipes • Enhance competition and the ability for small contractors to bid on enhancements • Competitively award 2-4 software enhancement contracts per year • Manage code base using open source methodology - Government owns and maintains all custom developed code
