Action ItemsSolicit Topics of Discussion • Will DTRA, JPEO-CBD and other CBRN agencies be proactive in participating with new contracting policies given that: • DoD has not met its obligations under Federal guidelines to award contracts to small businesses • New administration will increase pressure to increase small business participation • There will be pressure to limit contract bundling of contracts and services • How would recent reports of WMD attacks affect DTRA, JPEO-CBD and other CBRN agencies during the next POM and budget cycles? • World at Risk: The report of the Commission on the Prevention of WMD Proliferation and Terrorism • Reports suggesting WMD attacks and other reports

Action ItemsSolicit Topics of Discussion (Cont . ) • Will DoD CBRN R&D Agencies expand support to increase SBIR accounts and project eligible for SBIR funding? • Small firms can’t afford IR&D Budgets • Rule of Two: Competing tasks within large umbrella contracts the regulation which sets forth the so-called “Rule of Two,” which requires agencies to set aside for small businesses any acquisition exceeding $100,000 if there is a reasonable expectation of receiving fair market price offers from at least two responsible small business concerns. What is Engineering and Technical Management Support Services Task Order Contract for ECBC (ECBE Ominibus) doing to address these concerns? • Too much focus on fixed price development vs. cost plus development projects.

Action ItemsSolicit Topics of Discussion (Cont . ) • As a participant and attendee at the APBI, I find it a very good presentation.  It provides us with a 20,000 foot view of what the problems are and what is programmed. What I don’t see is what is already obligated, officially or unofficially.  It is very hard to determine the true potential of any single area from the materials.  As a small business we do not have the luxury of having legal, business research or analyst, etc. on staff and readily available.  We rely upon outside services to perform these services.  Managing this need and often times balancing the cost of developing this need is a challenge.
