  1. Transitioning to the 2013 Kentucky Building Code

  2. Approximately 926 changes to the 2006 IBC proposed and heard by committee • Approximately 1077 changes to the 2009 IBC proposed and heard by committee • Only about 25% passed

  3. Chapter 1Scope and Administration • Chapter 1 has historically been re-written by Kentucky so as to address Kentucky specific needs and interests regarding building construction and code application. • The 2013 KBC follows the same formatting as the 2012 IBC. • Many of the KY amendments to Chapter 1 is code text carried forward from the previous edition and many you have seen since the1980 edition of the KBC. However, there are a few new sections we will review.

  4. The underscored language is not new to the code but is new to the KBC. The 2013 KBC no longer deletes this text. The new language extends the codes intent beyond that of establishing safeguards for the public and building occupants. It extends application to the protection of our fire fighters and first responders during any emergency operation and event. 2007 KBC 2013 KBC Section 101.3 Purpose IBC text was deleted as an amendment to create this section in the 2007 edition. New text added via IBC Section 101.3 Intent. The purpose of this code is to establish the minimum/maximum requirements … and safety to life and property from fire and other hazards attributed to the built environment and to provide safety to fire fighters and emergency responders during emergency operations.

  5. Except for compliance with Chapter 16, this new exception seems to exempt all industrialized buildings from compliance with all other provisions of the code. 2007 KBC 2013 KBC 102.6.1 Moved structures. Buildings and structures moved into or within … New exception added via KY amendment. 102.6.1 Moved structures. Buildings and structures moved into or within the Commonwealth shall comply with the provisions of this code for new buildings and structures … This provision does not apply to manufactured homes. Exception: Industrialized buildings moved into or within the jurisdiction meeting the requirements of Chapter 16 of this code.

  6. Section 104.15.7 added for clarity and better understanding as to when a mixed use building is local jurisdiction.Section 104.15.8 added to clarify exemption from local jurisdiction those buildings built on state owned property. 2007 KBC 2013 KBC 104.15.8 State-owned buildings. Buildings owned by the Commonwealth shall not be subject to local plan review, inspection or approval, regardless of size, occupant load or occupancy. New text added via KY amendment. 104.15.7 Mixed occupancies. All buildings containing more than one occupancy with a total occupant load that does not exceed 100. 104.15.8 State owned property.Buildings owned by or built on property owned by the Commonwealth shall not be subject to local plan review, inspection or approval, regardless of size, occupant load or occupancy.

  7. Like 104.15.7 and 104.15.8, both these amendments added for clarity and better understanding of jurisdictional thresholds. 2007 KBC 2013 KBC 104.1.7 State-owned buildings. Buildings owned by the Commonwealth regardless of occupancy classification or size. New text added via KY amendment. 104.16.7 Mixed occupancies. All buildings containing more than one occupancy with a total occupant load that does not exceed 100. 104.16.8 State owned property. Buildings owned by or built on property owned by the Commonwealth regardless of occupancy classification or size.

  8. 2013 KBC New code language via the 2009 IBC SECTION 106 FLOOR AND ROOF DESIGN LOADS 106.1 Live loads posted. Where the live loads for which each floor or portion thereof of a commercial or industrial building is or has been designed to exceed 50 psf (2.40 kN/m2), such design live loads shall be conspicuously posted by the owner in that part of each story in which they apply, using durable signs. It shall be unlawful to remove or deface such notices. 106.2 Issuance of certificate of occupancy. A certificate of occupancy required by Section 111 shall not be issued until the floor load signs, required by Section 106.1, have been installed.

  9. KRS 322ENGINEERS LAW 322.360 Public work required to be done under professional engineer or licensed architect. • Neither the state nor any of its political subdivisions shall engage in the construction of any public work involving engineering, unless the plans, specifications, and estimates have been prepared and the construction executed under the direct supervision of a professional engineer or a licensed architect. • Subsection (1) of this section shall not apply to any public work, including a highway or capital project under KRS 56.491, that involves only maintenance or repair of the facility. Maintenance or repair shall not include any work which alters, modifies, or changes the original characteristics of the design.

  10. KRS 323ARCHITECTS LAW 323.033 Buildings requiring services of licensed architect. (5) Neither the state nor any of its political subdivisions shall engage in the construction of any public work involving the practice of architecture or engineering unless the plans, specifications, and estimates have been prepared and the administration of construction contracts executed under the direct supervision of a licensed architect or a professional engineer. 40. Section 506.2.1Width Limits • Revised text and new equation via 2012 IBC added for clarification • 506.2.1 Width limits. To apply this section the value of W shall not be less than 20 feet. Where the value of W varies along the perimeter of the building, the calculation performed in accordance with Equation 5-2 shall be based on the weighted average calculated in accordance with Equation 5-3 for portions of the exterior perimeter walls where the value of W is greater than 20 feet…W shall be measured perpendicular from the face of the building to the closest interior lot line. Where the building fronts on a public way, the entire width of the public way shall be used. Where two or more buildings are on the same lot, W shall be measured from the exterior face of each building to the opposing exterior face of each adjacent building, as applicable.

  41. Equation 5-3W=(L1 x w1+ L2 x w2+ L3 x w3+ L4 x w4)/F • L = length of a portion of exterior perimeter wall • w = width of open space associated with that portion of exterior perimeter wall (Remember: must be greater than 20) • F = building perimeter that fronts on a public way or open space having a width of 20’ or more

  42. W=(L1 x w1 + L2 x w2 + L3 x w3 + L4 x w4)/FW = (75 x 30 + 125 x 20 + 75 x 0 + 125 x 30)/325W = (2250 + 2500 + 0 + 3750)/325 W = 8500/325W = 26.15 w2=20” w1 = 30’ w3 = 15’ w4 = 35 ‘ Public Way Wall 2 = 125” Wall 3 = 75’ Wall 1= 75” Wall 4 = 125’

  43. Where does “W = 26.15 “ go?If = [F/P – 0.25]W/30 (F = fronting on 20’ or more – P = entire perimeter) If= [325/400 – 0.25] 26.15/30 If = [ 0.81 – 0.25] .87 If = .48 or 48% increase for open frontage w=20” w = 30’ w = 15’ w = 35 ‘ Public Way Wall 2 = 125” Wall 3 = 75’ Wall 1= 75” Wall 4 = 125’

  44. Section 509Incidental Uses 2007 KBC 2009 and 2012 IBC Changes Incidental uses was located Section 508 with MIXED USE and OCCUPANY New section 509 Incidental Uses incidental uses are no longer associated with accessory occupancy provisions no longer considered mixed use occupancies. Incidental uses are classified as part of the occupancy within which they are located. Incidental uses shall not occupy more than 10% of building area of the story Mandates automatic sprinklers in lieu of fire extinguishing system under 2007 KBC No longer requires protection of storage rooms > 100 square feet

  45. Chapter 6Types of Construction KY Amendments 2009 and 2012 IBC Changes None 602.1 General. Clarifies openings, ducts and air transfer openings not required to be protected unless specified elsewhere in code. Slight changes to Table 601 – added primary and secondary framing terms
