ACRP 90: Impact of Regulatory Compliance on Small Airports • Identify compliance requirements applicable to small hub and non-hub airports • Quantify cost of compliance • Looked at: FAA/DOT; EPA; TSA; OSHA requirements • Study period: 2000-2010 • Found 291 Federal compliance actions adopted during the study period

  4. Conclusions • Cost continues to grow • Small airports do not have the revenue generating capacity to meet costs of expanding requirements • Limited airport resources • Applying standards uniformly to all airports results in disproportionate responsibility on small airports

  5. Strategies • Most options not in airports’ control • Increased funding • Changes in policy to account for different size and complexity of airports • Better estimates of compliance costs • User engagement during regulatory comment period
