  3. Who needs a licence? • Regulated sectors: farming/ food industry/ horticulture/ forestry/ shellfish • Labour Provider: supplying workers or using workers to provide a service

  4. Worker exploitation • Workers not getting paid enough • Workers ‘charged to work’ • Workers charged for coming/ living in UK • Workers not able to leave employer • Dangerous working environments • Dangerous living conditions

  5. GLA regulation • Minimum wage/ tax/ VAT/ National Insurance • Contracts • Indicators of forced labour • Health & Safety (workplace, accommodation, transport)

  6. Results • 80% of licensed businesses are in favour of licensing • 60% of licensed businesses say GLA licensing has improved working conditions for workers • 60% of licensed business think GLA licensing has reduced fraud and illegality University of Liverpool 2009
