BACKGROUND • JAA received enquiries as to interpretation • Working Paper produced • Identified information in different areas • Possible to misinterpret • Could lead to non-compliance
BACKGROUND • OST tasked Cabin Crew Steering Group to produce material • Discussed at CCSG 05-3 • Draft NPA produced
RIA • Purpose – no misinterpretation • Options – adoption or rejection • Impacts • No impact on those who comply • Possible commercial and financial impact on those that do not
SUMMARY • Ensure clarification and standardisation between NAA’s • Enhance flight safety • Allow flexibility in exceptional circumstances
TEXT PROPOSAL • JAR-OPS 1.1000 Senior cabin crew members (d) • Insert additional sentence • This shall only be permitted for one sector and only from an aerodrome where standby cabin crew are not normally available.
SUPPLEMENTARY INFORMATION • WP also required clarification for ‘replacement’ • Discussed by the CCSG • Not included in NPA • Possible significant cost implication • Not practical for small operators
JAR-OPS 1.990 • Recent query regarding reduction of cabin crew below minimum required • Industrial action or sickness • Appropriate to include similar requirement in 1.990?
