Students in the class of 2015 (current juniors) and beyond must pass the state high school science assessment or an approved alternative to be eligible to graduate from high school. • Biology End-of-Course exam as we test 2009 standards • Transition plan will be developed when we begin testing NGSS (http://www.k12.wa.us/Science/NGSS.aspx)

6. Who may work on & Submit a biology COE Any student in the class of 2015 and beyond who is currently in, or has previously taken, a biology course may begin working on a biology COE. Students in the class of 2015 and beyond who have attempted the Biology End of Course exam two times may submit a biology COE.

7. Delivering the COE to Students Districts and schools have options including: Enroll all biology students in a biology COE group when they take their high school biology class. Offer separate classes for students who did not meet standard on the biology end-of-course exam during the school day, before, or after school.

8. Who may work on & Submit a Math COE Any student in the class of 2013 and beyond who is currently in or has previously taken the appropriate math course may begin working on a math COE. Students in the class of 2013 and beyond who have attempted the Year 1 and/or Year 2 end-of-course exams for a total of two times may submit a math COE.

Delivering the COE to Students Districts and schools have options including: Enroll all students in a year 1 math COE group while they are taking the year 1 class: algebra or integrated I Enroll all students in a year 2 math COE group while they are taking a year 2 class: geometry or integrated II Students may be enrolled in a separate year 1 or year 2 math COE class during the school day, before, or after school.

14. Biology COE sufficiency The biology collection must include: At least six and no more than eight work samples (completed tasks). These tasks must be chosen from the biology inclusion tasks. Each collection must represent the ecosystems strand (LS2) at least four times and the other strands at least three times. At least two on-demand work samples. All work samples must be written in English. Every work sample, whether performed as an extended task or on-demand, is the independent work of the student.

15. Other biology Highlights The biology COE tasks are completed online with the exception of any optional labeled diagrams. There are currently 17 inclusion bank tasks. Original Labeled Diagram forms must be mailed, with tracking, to ESD #113 when collection is submitted. Make and keep a copy before mailing of biology diagrams before mailing.

16. Math COE sufficiency The collection must include: At least six and no more than eight separate tasks selected from the inclusion bank Each collection must have each strand represented at least twice with at least two different PE’s. There must be at least two tasks which are on-demand. All work whether on-demand or extended time must be the independent work of the student. All COE tasks must be completed in English.

17. Other Math Highlights The math collection of evidence is paper based. Educators fill out and sign off on an electronic matrix which is electronically submitted to the ESD #113 while the papers are copied and then sent to the ESD with tracking on or before the deadline. For 2013-14 there are approximately 20 tasks in each inclusion bank, Year 1 and Year 2.

18. Administration of Biology & Math COE Room preparation: Remove or cover any aids or prompts that might potentially assist students in answering questions on an inclusion bank task. Materials preparation: The only materials allowed are the task, pencil, protractor, calculator (in test mode), math EOC formula sheet for math. Proctors: All students are proctored by district staff for all on-demand and extended response COE assessments. Assessment Materials: COE inclusion bank tasks are secure state test materials. These are never left unattended by district staff. As the COE allows for multiple opportunities to test (unlike the EOC) these materials must be kept in a secure location between administration sessions.

19. Administration of COE TASKS All student work on the Biology COE is done online, with the exception of the optional diagrams. There is no teacher assistance on the COE tasks. These are state assessments measuring whether students have met proficiency as measured against the state standard for that content area. Teachers teach to the standards in their content areas. When students are ready to assess they administer the COE tasks as extended response or on-demand in a proctored testing environment. Teacher assistance while a student is working on a COE task must be reported as an irregularity.

20. Cut Scores/ proficiency Mathematics: Year 1: 24 out of 32 points with an augmentation band of 22-23. Year 2: 14 out of 24 points with an augmentation band of 13-14. Biology: Cut Score and augmentation band will be determined afterStandard Setting in August 2014.

Lessons learned the first year of scoring Mathhttp://www.coe.k12.wa.us/Page/274 Lessons Learned Mathematics COE February Submission 2013 The following is a compilation of lessons learned from our first Mathematics COE range finding, scoring, and standard setting where many of our educators from across the state were able to participate in and view hundreds of student tasks. The COE Assessment Team would like to share observations gathered at these events about students’ responses and areas where students appear to be struggling. This Lessons Learned document lists actions students could take to improve their ability to demonstrate their mathematics understanding on the COE tasks

31. Pointers for Math instruction Instruct students to: Fully answer each question. Explain their work in the context of the question. Avoid rounding until the last step, if at all. Instruct students to carefully show their work step by step or instruct students as to critical numbers. Label answers as appropriate to the math in context.

32. Best practices Teach the standards in a variety of differing scenarios or contexts. Teach the academic & general vocabulary associated with the standards and tasks. Help students to develop conceptual frameworks Use a variety of classroom practices, classroom assessments, and other activities to assess and reteach standards before administering tasks.

35. Student Confidentiality - Forms All COE forms should have DAC approval prior to being submitted to OSPI. The forms should be submitted in accordance with the district policy for student confidentiality. OSPI student confidentiality policy: Allows for student demographic information to be emailed, such as: name, SSID, school and district. Does not allow for student program and performance information to be sent via email. All COE forms will have changes to the instructions for forms to be submitted to OSPI via fax or Voltage (encrypted email). Forms can be found at: http://www.coe.k12.wa.us/Page/109

36. Access Appeal 12th grade students only A separate form must be submitted for each student. Please be specific as to why the student did not show up for the testing opportunities. The DAC must sign the form.

COE data upload December 20, 2013 All eligible students should appear as eligible at this time If a student should be eligible but is not, please investigate why ASAP. • Is it a transfer student requiring ‘Direct Access’ approval? • Has the student only tested one time and needs an ‘Access Appeal’ submitted? • Has the student not tested at all? • Has the student name changed?

EDS and DAC access to the COE District Assessment Coordinators can access the COE system by obtaining a log-in and password from the District Security Manager for two roles: District Assessment Coordinator And District Administrator By signing up for both roles DACs can then review participation and submission of COEs by district and school.

40. EDS and DAC: COE Submission Summary Once the log-in is obtained the DAC may view the status summary for all collections, by school and group. If the summary indicates “Principal Review” the collection has NOT been submitted. DACs may choose to click the submit button for the principal.

41. Submitting Math collections Step 1-Make sure the electronic portion of the COE is submitted (principal must click submission button). Step 2- Make a copy of the paper-based portion of the collection for retention at the district. Step 3 – Ship via a carrier of your choice. Use a tracking method to assure safe delivery. Ship before 5:00 pm January 22, 2014.
