  11. Taking Notice - Resources SAC amendment to FY05 Appropriation Bill - 2003 “The [acquisition] problem, is attributable, in part, to the draconian staff cuts in the federal acquisition workforce” SASC confirmation hearings - 2005 “We took too many people out of that oversight role -- cost estimators, engineers, testing evaluators, program managers.” 2006 National Defense Authorization Act “The Air Force Cost Analysis Agency has insufficient resources—funding, personnel, and data—to develop and sustain a robust cost analysis capability” “The committee notes the Department of the Air Forces has neither a formal training program nor a career development program for its cost analysts” 2007 National Defense Authorization Act “Critical shortage of cost estimating acquisition professionals, concerned about substantial cost growth” “Government performance of critical acq functions – w/in 5 years PM, Deputy PM, Chief Engineer, Systems Engineer, and Cost Estimator performed by military or civilian”

  12. Problem and Contributing Factors Process People Tools • Lack of Policy and standards • Lack of Collaboration • Lack of Transparency • No comprehensive data resources • No templates Quality Quantity • Unqualified personnel and candidates • Inadequate Training for DoD personnel • No or inadequate training for contractors • Unaccounted Estimators • Job Series • No defined cost estimator pipeline or career path

  13. Solving the People Factor:An Integrated Approach • Cost Sub-IPT: • Includes cost representatives from Air Force, Navy, Army, OSD, and DAU—collaborative effort • Collaboratively reviewed and revised competency list (KSAs) • Compared revised KSA list with DAU Courses • Key Finding: 42% of KSAs not addressed in current BCEFM curriculum • Proposed solutions and alternatives to improve current program • Explored feasible options

  14. Strengths - We have many courses and lessons in place to draw upon Weaknesses -Courses and lessons are not combined to optimally cover the required cost knowledge • Opportunities • -Test-based certification • -Use outside DAU resources (e.g., SCEA) Risks -Gaps in cost knowledge causing poor quality estimates Cost Curriculum Improvements Process Current State • What we have accomplished so far: • Cross-walked the KSA list with available cost and cost-related course objectives • For all identified gaps, we have developed a remedy for the disconnect (e.g., if a KSA was absent, we added it; if at the wrong level, we adjusted; if a course needed to be added or created, we conceptually developed it) • Developed a curriculum that would more than adequately satisfy requirements Conclusion • Develop a separate robust curriculum/track

  15. USD(AT&L) MEMO

  16. Cost Estimating Curriculum Now Training • Single Training Track • One Size Fits All • Courses and lessons are not combined to optimally cover the required knowledge • Student reports of job relevance of courses are below our expectations. HR Mgmt • Single Career Field • Inability to identify costers for Key Positions 2010 Training • Two Training Tracks w/in Career • Cost and Financial Mgt distinct • Courses and lessons cover more of the required knowledge • Financial mgmt training and Cost training more focused • Improved performance in jobs HR Mgmt • Single Career Field • Costers Clearly Identified
