The ultimate contract requirements will be included in the Request for Proposals (RFP). There may be changes between now and the time the RFP is issued and the proposal due date.

Design-BuildBest-Value • RFP • Issued only to the short-listed teams • Placed on website, along with clarifications/addenda • Alternative Technical Concepts (ATCs) • Will be allowed, likely 5-10 • “Equal or better” design. Cost not included in calculation. • Stipends • $40,000 • Larger than usual: More than 0.5% of project total

Design-BuildBest-Value • Pre-Approved Elements (PAEs) • Similar to a required ATC, used to mitigate letting risk • May be one for the ‘big’ geotechnical slope solution • Warranty • There will be a warranty on the ‘big’ slope solution • The warranty terms will be based upon monitored slope performance • We do not anticipate that the warranty term will be longer than 3 years. • This is the reason for the large ($2 million) warranty bond

  11. Design-BuildBest-Value • No Co-Housing • Teams are encouraged to collaborate as a distance, except as listed otherwise in the RFP for particular personnel (I.e. Construction Manager) • Disadvantaged-Business Enterprises • The DBE percentage required for the project is being calculated • Project Oversight • At the moment it does not appear there will be a consultant oversight team. MnDOT will staff the oversight.

Statement of Qualifications • No resumes for Level B personnel; can’t be considered • Be sensitive to page limits • 10 pages more than usual • Don’t play games with text size or location • When in doubt, ask • Split personnel only allowed as listed • Review definition of ‘Major Participant’ • No Interview Planned • Debriefing will be offered, assuming no Protests

  13. Design-Build 101 • Extensive coordination between Contractor and Designer required. Has been an issue for some newcomers. • Design-Build team holds more risk • Can make positive choices to impact progress of project • Are also responsible for errors and omissions in design • Books and Specifications (2014 Book) • Reference Information (RID) • MnDOT will post the information that we have • This information is not guaranteed unless specifically stated in RFP

General • Project is funded with Federal and State funds only • Public Informational Open House will be scheduled • Project limits are: As shown on the previous slide • Roadway • The original plans from 1998 were place on the FTP site. IF the Trunk Highway is chosen to be removed, it is expected that it is replaced back to its current layout and design. It would be expected to use current specifications for items such as concrete paving. • Drainage • There are two Storm Sewer outlets on this slope that need to be maintained.

  16. Maintenance of Traffic (MOT) • US 2 traffic needs be maintained at a minimum of one lane in each direction • There are no detours designated at this time • Construction in roadway areas, if needed, will not allowed during winter • General staging will not be allowed on the roadway. An additional staging site may be needed. • Permits • NPDES, the need will have to be addressed depending on the fix and will be the responsibility of the team. • No COE needed, provided we stay above the HW elevation • Final Look • The area is intended to have a similar appearance and land use to what is currently in place.

Goals • Design a slope stabilization solution that includes: • A high global stability factor • The ability to resist future flooding events • Minimization of slope creep, principally through earth reinforcement or ground improvement techniques • Minimize potential adverse effects both within and beyond the project limits • Construct the slope stabilization solution utilizing high quality techniques • Provide a safe work environment for workers/public

Goals • Develop a comprehensive and reliable monitoring system that demonstrates the implemented solution is effective • Substantial Completion prior to the summer of 2015 • Minimize traffic impacts to TH 2, with no impact from November 2014 through April 2015 • Design and construct an efficient design within the project budget • Design and construct a safe solution that minimizes negative impacts to the aesthetic features of the green space
