Cogeneration in EU policy • Important part of the Energy Efficiency agenda • Cogeneration Directive exists to promote cogeneration specifically (CODE) • Micro-chp current • Cogeneration Directive, Buildings Directive, ETS, Renewables Directive/ Energy and Climate package ( indirectly), Energy Efficiency Action Plans (various), SET plan, Liberalisation of the Energy Market (EEW, ELEP, Buildings Dir, ETS, ) • Emerging • Ecoproducts Design, Green Public Procurement, Fiscal changes COGEN Europe Date: 30 May www.cogeneurope.eu Page: 3

Representation: do you need it? • To represent the industries’ needs to the policy makers and politicians at the appropriate time and to drive change. • To influence the European process and link to the national process in member states to follow through • To use existing policy flow to generate advantage • To keep industry aware of emerging changes BUT • Requires industry investment OBSERVATION • Stick together wherever possible…the sector has other enemies • There is always more to do : choose the right focus • Timescales are long….so pace is important • There is enough legislation ….we need implementation • Build strong alliances….the competition is tough COGEN Europe Date: 30 May www.cogeneurope.eu Page: 4

Micro chp industry • Take advantage of the positive climate for cogeneration as a whole created by the Directive 2004/08/EC • Push the energy efficiency/ security of supply agenda • Take advantage of the Eco Product design: start now • Come to a voluntary standard for performance measurement for micro-chp but don’t set the limit until there is some history… (Gas Industry Micro CHP workshop?) • Co-operate on common design issues and compete on development, product and marketing. • Get governments help through energy efficiency policy to create the market COGEN Europe Date: 30 May www.cogeneurope.eu Page: 6
