  1. Chapter 1 You Are The Driver

  2. The goal of this chapter is to introduce students to the skills, responsibilities, and license requirements needed to navigate the Highway Transportation System (HTS).

  3. Questions to consider • What are some car features that are meant to keep drivers and passengers safe in a car? • What are some regulations that are meant to keep drivers and pedestrians safe on the road?

  4. Define The Following Words • Risk • The chance of injuring people or causing damage to property. • Highway Transportation System • A system designed to move people and cargo from one place to another. • Roadway Users • People who use the HTS by walking, driving, or riding. Anyone on or near the HTS is a roadway user.

  5. Risk Factors • Roadway/Environment • Dirt/Gravel Surface • Curve • Hills • Bumps • Potholes • Snow, Rain, Sleet, Ice, Fog • Night • Bright Sunlight • Animals • Construction • Hard to see intersection • People • Drunk/Drugged • Fatigued • Talking/Texting on Cell Phone • Eating/Drinking in Car • Make-up/Hair/Shaving • Adjusting Radio • Talking/Dealing with passengers • Reading • Vehicle • Poor Brakes • Poor Tire Condition (Bald, poor inflation, etc.) • Cracked windshield • Lights out (Headlights, Tail lights, turn signals) • Poor wipers • Poor suspension/shock absorbers • Poor steering

  6. Regulating the HTS • Regulated by: • Federal • State • Local • AND… • The drivers on the road • What are some examples of: • Federal Regulations? • State Regulations? • Local Regulations? Governments & Police Agencies

  7. Your Driving Task • To perform with low risk you must develop habits for: • Using knowledge and visual skills • Judging speed, time, and distance • Anticipating conditions and vehicle response • Driving task consists of three parts: • Mental Skills • Social Skills • Physical Skills

Your Driving Responsibilities • Environmental Responsibilities • Buy and maintain fuel-efficient vehicle • Use fuel-efficient driving habits • Use car pools and public transportation when available • Recycle used materials properly • Support policies that encourage energy-efficient driving • Responsibilities to Others • Responsible for your passengers, the people around you, and their property • Legal Responsibilities • Follow and be aware of the laws. • “Ignorance is not an excuse.” • Financial Responsibilities • Operating Costs • Fixed Costs • Crash Costs

Graduated Driver Licensing Program (GDL) • What are some restrictions for you under the permit phase? • What are some restrictions for you under the Intermediate license? • Do you have any restrictions that still apply to you as a driver when you reach the full license? • Requires young drivers to progress through a series of licensing stages. • Illinois uses three stages: • Permit phase • Intermediate license • Full license

  12. Organ Donor Program • You can become an organ donor by: • Filling out the back of your driver’s license • Registering with the DMV when you get your license (simple yes or no question) • Make your wishes known to your family

  13. Implied Consent Law • When you get your driver’s license, you agree that if you are stopped for cause and charged with drinking and driving, you consent to having a police officer give you a test for the presence of alcohol. • If you refuse to take the test you lose your license

Analyzing Data (see p. 14 for questions) • What does the height of the bars measure? • Which of the two age groups have the highest number of fatal crashes per one million miles driven? • Suggest some reasons why 40-59 year old drivers have fewer fatal crashes. • The young drivers on this graph have a high fatality rate per million miles driven. What are some of the biggest factors young drivers have that contributed to these fatal crashes? • If you were to coach new drivers, what skills would you encourage them to master to avoid fatal crashes?
