  5. 2007年要实现的目标: Goals to be achieved in 2007: -有效干预措施覆盖当地70%以上的主要高危人群和流动人口 To provide effective interventions covering 70% of main high-risk groups and mobile population -各类高危人群艾滋病基本知识知晓率达到85%以上 To raise awareness of HIV/AIDS in all high-risk groups to more than 85% -安全套使用率达到70%以上 To improve condom usage to more than 70% 中国遏制与防治艾滋病行动计划 (2006-2010年)的通知 国办发[2006]13号China’s Action Plan for Retaining HIV/AIDS Epidemic (2006-2010)(State Council [2006] 13)

  8. 中国遏制与防治艾滋病行动计划 (2006-2010年)的通知 国办发[2006]13号(续2)China’s Action Plan for Retaining HIV/AIDS Epidemic (2006-2010)(state Council [2006] 13) (cont.2) -各地区、各有关部门要建立高危行为干预工作专业队伍,制定干预工作方案并建立干预工作信息收集和报告制度,动员社会各方面力量深入有关公共场所和流动人口集中场所开展深入细致的预防干预工作 Establishing specialized working teams in all areas and all related sectors, developing intervention plan, establishing a collecting and reporting system for intervention information, encourage as much human resources as it can to advocate , participate and carry out intensive interventions in public places and density migration areas

  10. 中国遏制与防治艾滋病行动计划 (2006-2010年)的通知 国办发[2006]13号(续4)China’s Action Plan for Retaining HIV/AIDS Epidemic (2006-2010)(state Council [2006] 13) (cont.4) 督导与评估 monitoring an evaluation - 国务院防治艾滋病工作委员会办公室负责组织制定《行动计划》的检查评估指标和方案并组织实施 SCAWCO is responsible for developing and implementing M&E indicators and plan for this Action Plan

  11. 中国遏制与防治艾滋病行动计划 (2006-2010年)的通知 国办发[2006]13号(续5)China’s Action Plan for Retaining HIV/AIDS Epidemic (2006-2010)(state Council [2006] 13) (cont.5) - 各省(区、市)人民政府要根据实际情况确定本行政区域的检查评估指标和方案,逐年进行检查评估,并将检查评估结果作为政府目标管理责任考核的内容,同时向国务院防治艾滋病工作委员会提交年度总结报告 All provincial governments should develop M&E indicators and plan according to local situation and conduct M & E annually, take the evaluation result as one of the indicators of governmental managerial evaluation, and submit annual report to SCAWCO

  13. 艾滋病防治条例2006年3月1日起施行AIDS Control StatutesTake info force on 1 March, 2006 第三章-(预防与控制)Chapter 3-PREVENTOIN AND CONTROL 第26条 鼓励和支持居民委员会、村民委员会以及其他的组织和个人推广预防艾滋病的行为干预措施,帮助有易感染艾滋病病毒危险行为的人群改变行为 Regulation 26 Encouraging and supporting community committee, village committee, and other organizations and individuals to promote HIV/AIDS interventions to help vulnerable groups changing their behaviors.

  14. 艾滋病防治条例 (第三章-预防与控制)(续1) AIDS Control Statutes(Chapter 3-PREVENTOIN AND CONTROL) (cont.1) 第三章-(预防与控制)Chapter 3-PREVENTOIN AND CONTROL 第28条 县级以上人民政府卫生、人口和计划生育、工商、药品监督管理局、质量监督检验检疫、广播电影电视等部门应当组织推广使用安全套,建立和完善安全套供应网络 Regulation 28 Governmental organizations at county and above levels, including health, population and family planning, business and commerce administration, food and drug administration, etc, should promote condom use, and establish and improve condom provision networks.

  16. 艾滋病防治条例 (第三章-预防与控制) (续3)AIDS Control Statutes(Chapter 3-PREVENTOIN N AND CONTROL) (cont.3) 第30条 公共场所的服务人员应当依照《公共场所卫生管理条例》的规定,定期进行相关健康检查,取得健康合格证明;经营者应当查验其健康合格证明,不得允许未取得健康合格证明得人员从事服务工作 Regulation 30 SWs at entertainment sites should receive physical examination regularly and carry with them health certificate

  17. 艾滋病防治条例 (第三章-预防与控制) (续4)AIDS Control Statutes(CHARP3-PREVENTOIN AND CONTROL) (cont.4) 第六章 法律责任 (第61条) 公共场所的经营者未查验服务人员的健康合格证明或者允许未取得健康合格证明的人员从事服务工作,省、自治区、直辖市人民政府确定的公共场所的经营者未在公共场所内放置安全套或者设置安全套发售设施的,由县级以上人民政府卫生主管部门责令限期改正,给予警告,可以并处500-5000以下的罚款;逾期不改正的,责令停业整顿;情节严重的,由原发证部门依法吊销其执业许可证件 Chapter 6-legislative responsibility (Regulation 61) Those without certificates should not be permitted to work at entertainment sits. Violators of this statute would be sanctioned to different degrees, such as warning, penalties, remedy within a fixed period of time, cease of operation and revoking business license.

  18. 艾滋病防治条例后评估Assessment after the Statutes Issued -国务院法制办 Legislative Affairs Office of State Council -卫生部疾控局/卫生部监督法规司 Department of Disease Control of MOH/Department of Health Supervision - 性艾中心 NCAIDS 专门调查对安全套推广政策认识和落实过程中存在问题 Identify issues/barriers regarding condom promotion policy during the special assessment.

  21. 全国安全套推广总体情况 Overall view of condom promotion in China 工作开展情况:Implementing Situation 1. 全省范围内开展的有: 云南、海南、湖北和湖南省 Coverage of whole provinces : Yunnan, Hainan, Hubei, and Hunan • 较大范围推广的省份有: 四川、新疆、贵州、江苏、山西、广西、浙江等省(区) Majority area of the provinces: Sichuan, Xinjiang, Guizhou, Jiangsu, Shanxi, Guangxi, Zhejiang • 其他省已经开展工作,但尚不成规模 Partial work done in other provinces but not a large

  23. 主要干预工作模式(续) Main Intervention Modules (cont.) • 路边店及长卡司机开展的干预模式 Interventions among long distance truck drivers and sex workers in road side inns • 街头流动暗娼干预 Intervention for street walkers • 定期对娱乐场所服务人员体检 Regular health examination for staff in entertainment sites • 宾馆、旅馆、招待所、娱乐场所安全套摆放 Condom distribution in hotels and entertainment sites

  24. 部分地方政府领导重视程度不够 Lack of enough political support from some local governors 与多部门及民间组织的合作与沟通有待加强 Need to enhance multi-sector coordination and cooperation 干预强度和覆盖面不足 Lack of sufficient intensity and coverage in interventions 人力资源不足 Lack of human resources 面临的困难与挑战Challenges and Difficulties
