Eisenhower’s Policies • Large scale wars were too expensive • U.S. could not contain communism through small wars either • Cut military spending by $16 million • Wanted Massive Retaliation • Increased nuclear arsenal from 1,000 bombs in 1953 to 18,000 in 1961 • Brinkmanship • The willingness to go to the brink of war to force the other side to back down

Eisenhower’s Policies • Korean War • Eisenhower promised he would end it • Too many lives lost • Cost too much • Went to Korea and told China that they would continue the war “under circumstances of our own choosing” • Hint at nuclear attacks • Negotiations were signed • War ended with no real victory

Eisenhower’s Policies • Covert Operations did not always work • Stalin died in 1953, and was replaced by Nikita Khrushchev • Made a secret speech, discrediting many of Stalin’s polices and communism • Khrushchev felt that communism and capitalism could peacefully coexist • U.S. got a copy of the speech and broadcasted it in Eastern European countries • Uprisings started, but were quickly put down by furious Khrushchev

  10. Eisenhower’s Policies • Khrushchev • Now had an anti-capitalist view and started an arms race • Demanded that troops leave West Berlin • U.S. rejected demand • Threatened nuclear attacks • Soviets backed down • Summit planned for Khrushchev and Eisenhower to meet
