The executed projects Automated Information System “Accommodation” • The purpose of the information system • The information system implements the process for consideration, selection and submission of applications to purchase accommodation through execution of the state residential certificates by the participant citizens of the subprogram, as well as federal execution bodies, who buy accommodation for governmental needs at the expense of the federal budget funds. • The information system will be used by all participants of the processes related to implementation of the subprogram, and purchase of accommodation for governmental needs: • Minregion of Russia; • Federal State Body “Unified directorate” of Minregion of Russia; • participant citizens of the subprogram; • federal execution bodies; • authorized organizations who provide services on purchase of economy class accommodation on the primary market (hereinafter – authorized organizations); • developers; • other categories of citizens and organizations.

The executed projects Automated Information System “Accommodation” • Purposes of information system development: • provision of opportunity for the participant citizens of the subprogram, who purchase accommodation through execution of state residential certificates, as well as for the federal execution bodies who buy accommodation for governmental needs to browse offers, through web-portal, on economy class accommodation which is represented on the real estate market; • increase of convenience and comfort for participant citizens when implementing the rights guaranteed by the government on purchase of accommodation from the budget subsidies, including with the help of the authorized organizations; • increase of efficiency of the intradepartmental (inter-agency) information exchange and interaction in terms of granting access to the information necessary for provision the end-user with an opportunity to find and purchase accommodation at the expense of the federal budget funds. • analysis of the presented offers for accommodation and development of reference materials on opportunity to satisfy demand for accommodation by the participants of the subprogram and demand presence.

  8. The executed projects The System of Electronic Document Flow in the Leningrad Oblast Goals of work 1. Creation of the firm basis for further development and stable functioning of electronic communication between executive agencies, local government agencies and subordinate institutions of the Leningrad Oblast. 2. To provide transfer to the electronic document flow in the executive bodies, local government bodies and subordinate institutions of the Leningrad Oblast and organization of interaction with the related electronic document flow systems of other government bodies at different levels. 3. Modernization of the electronic document flow system “Codex”: document flow, which is currently used in the Leningrad Oblast.

The executed projects The System of Electronic Document Flow in the Leningrad Oblast • Objectives to reach • It is vital to consider the requirements of ergonomics, productivity and contents of the features which are executed, including: • provision of management team of Leningrad Oblast executive bodies and local government with a special automated workstation – ARM Rukovoditelya, EDFS; • provision of information interaction in order to ensure electronic document exchange with other government bodies – LO EDFS integration with the regional segment of the inter-agency electronic interaction system (IAEIS); • provision of efficient interaction with EDFS “Codex: Document flow”, used by the Leningrad Oblast government. Working out requirements for EDFS “Codex: Document flow” in order to achieve more efficient mutual integration; • adjustment of information interaction with the purpose of electronic document exchange between executive bodies of local government and subordinate institutions of the Leningrad Oblast, including the possibility to control execution of their resolutions (assignments); • provision of the signature feature execution for the documents and resolutions sent with an electronic digital signature (hereinafter – ES), as well as provision of possibility to verify the ES in order to certify the authorship and invariability of documents and resolutions. Preparation of the regulation draft documents on the use of ES ; • provision of execution of notification features for the users of the EDFS about various sorts of events (correspondence receipt etc.) or about approaching the event occurrence date (execution of an assignment); • provision of the feature for draft documents approval (signing off and approval) with implementation of the routing feature; • provision of scanning and flow scanning feature for documents in paper format with automated or automatic execution of save (attachment) operation for the scanned document to the registration card of this document; • provision of bar-coding feature for documents; • provision of document searching feature according to the bar-code; • provision of distribution of access rights to the users of the EDFS, depending on their official powers and responsibilities.

The executed projects Description of service “Electronic reception of RF and integrated safety facilities of personal data to use in related systems • “Electronic Reception” is a web-service, which combines a unified window for request submissions and electronic turn of their processing, includes integrated protection means of personal data according to the Federal Law 152 “On personal data”. • Principle: • Any institution or its department can open its own Reception and use it on conditions of monthly rent. • Reception represents a web-page, including the one which can be incorporated into lateral sites as a widget. • Reception can include its own types of Requests (request constructor), including the ones which have personal data. • Reception has a whole set of tools for Employees (automated workstation) • and for the Client (Personal account etc.), which enables submission and processing of requests, facilities for on-line monitoring with the process of request processing, electronic payments (end of 2012). The procedure for submission, keeping and procession of the request within the frame of the service is completed in accordance with Federal Law 152 “On personal data”. • Receptions can exchange requests with each other, thereby organizing business processes that are currently manually managed. • There are integration means which allow automating the processing of a Request in the company’s own information system.

A company which uses Electronic Reception as a front-end of request receipt from Clients can build its own personal data protection system just on the technological basis of the Electronic Reception (i.e. development expenditures of formal procedures) on condition that the company’s own information system accepts depersonalized data, or that the request with personal data is only processed within the environment of the Electronic Reception. It helps to cut IT infrastructure costs considerably. Business processes inside Receptions can be built as close as possible to the paper origination of Cases: as soon as processing has been completed by an Employee, he can physically transfer the Case anywhere, including to some other organization (department). Subsequent and parallel processes are maintained. Manual mode allows any departments, which belong to different agencies or are located in different areas, to interact. To ensure this it is only needed to have internal regulations, brief training and computers with Internet access. At this, each company continues to use its own information systems, without sharing confidential data with counter-agents. The company’s own BPMS can fully process a request obtained, exporting messages and statuses to the Electronic Reception (certain Request processing history). The Electronic Reception itself will inform the Client on receipt of a new message (status). Any IT company or the organization’s own department can maintain and develop the Electronic Reception, which ensures staff employment and competitive prices and, as a result, broad coverage of companies and low maintenance costs.

Integration with exterior information systems is done through SOAP (WSDL) or with a help of a net gateway which is customized for connection with the company’s own database. The data are imported and exported in XML format. The required depersonalization level of data can be reached by means of the gateway. In case systems are integrated, depending on the required import/export features it may be necessary to provide protected inter-server connection.
