  5. CTL Structure • CTL’s technical scope covers over 1200 IEC standards • Expert Task Forces (ETF) deal with technical issues in assigned product categories

  6. CTL Structure (Cont.) • CTL Working Groups • WG1 – Metrology and Uncertainty/Accuracy Deals with general metrological issues such as Traceability, Frequency of Calibration, Measurement Uncertainty or Accuracy or Power Supply Stability • WG2 – Proficiency Testing This group works closely with the CTL Proficiency Testing Provider, IFM Australia, and develops new PT programs, helps establish the pass/failure criteria for individual programs, and helps IFM with the assessment of individual corrective actions • WG3 – Editing Group Edits the CTL Decision Sheets and other technical documents as required • WG4 – Coordination Deals with horizontal technical issues and develops relevant CTL Decision Sheets

  8. CTL - Committee of Testing Laboratories • The CTL is the technical arm of the IECEE and plays an essential role in building confidence among the IECEE members. • The CTL is composed of experts from 276 Testing Laboratories and 65 Certification Bodies and is the world’s largest Technical Committee in the Electrotechnical Sector.

  9. CTL - Committee of Testing Laboratories Joe GRYN CTL Chairman John M. Thompson CTL Secretary The CTL Chairman and Secretary are appointed by the Certification Management Committee of the IECEE on nomination by the CTL Members

  10. Scope covered by the CTL • Batteries • Cables and Cords, • Capacitors as components • Switches for appliances • Automatic controls for electrical household appliances, • Electromagnetic Compatibility, • Household and similar equipment, • Installation accessories and connection devices, • Lighting, • Measuring instruments

  11. Scope covered by the CTL (Cont.) • Electrical equipment for medical use, • Miscellaneous, • IT and office equipment, • Low voltage, high power switching equipment, • Installation protective equipment, • Photovoltaics, • Hazardous Substances • Safety transformers and similar equipment, • Portable tools, • Electric toys and electronics, • Home entertainment … representing overall more than 2000 standards

  12. CTL - Committee of Testing Laboratories The tasks of the CTL are to: • Provide detailed technical guidance (CTL Decisions) on test-related matters in IEC standards, in order to improve the reliability and consistency of test results in the IECEE, • Discuss test methods and test equipment requirements in IEC standards and to make recommendations to the relevant IEC technical committees for improvement and harmonization of those requirements, • Provide IECEE testing laboratories with a forum for discussion and resolution of practical testing issues.

  13. CTL - Committee of Testing Laboratories Further tasks of the CTL are to: • Operate Proficiency Testing Programmes under the auspices of the IECEE CMC, • Organize Workshops to analyze the results of PT programmes and to develop test procedures and methodology to achieve consistent test results, • Carry out other technical work in support of the IECEE, as directed by the CMC.

  14. CTL Activities • Operation of Expert Task Forces • Proficiency Testing Program • Proficiency Testing Workshops • Plenary Meetings

  15. CTL Proficiency Testing Program • Necessary to improve inter-laboratory consistency and to enhance the confidence in test results. • Initial focus has been on electrical measurements . • Required by ISO/IEC 17025 PTP Provider

  17. CTL Operational Procedures • CTL-OP 100 – Index of Operational procedures • CTL-OP 101 – CTL Decisions of Current Interest • CTL-OP 102 – Numbering of IECEE-CTL Documents • CTL-OP 103 – Rules of Operation for CTL Proficiency Test Program • CTL-OP 105 – Application for CTL/ETF or WG Membership • CTL-OP 106 – Procedures and Rules for CTL “Task Forces” • CTL-OP 107 – Guide for Use of Photographs in CB Test Reports • CTL-OP 108 – Laboratory Procedure for Preparation, Attachment, Extension and Use of Thermocouples • CTL-OP 109 - Laboratory Procedure For Acceptance of Thermocouple Wire • CTL-OP 110 - Procedure for Measuring Laboratory Power Source Characteristics • CTL-OP-111 - Requirements for Traceability of Calibrations and Calibration Intervals • IECEE OD-CB2003 - List of Participants

  19. ETF – Expert Task Force For efficiency reasons in 1995 it was decided to create specialized Expert Task Forces that would deal with specific Standards within Product Categories operated by the IECEE System

  20. CTL – Expert Task Forces CTL-ETF 1 HOUS-TOOL CTL-ETF 9 PHOTOVOLTAICS CTL-ETF 10 EMC CTL-ETF 8 PLASTICS CTL-ETF 2 OFF-TRON CTL CTL-ETF 7 POW-PROT CTL-ETF 3 MED-MEAS CTL-ETF 4 CONT-INST CAP CTL-ETF 6 CABL CTL-ETF 12 Hazardous Substances CTL-ETF 11 LASERS CTL-ETF 5 LITE-SAFE

  21. ETF Operations • ETF activities • Dealing with formal technical inquiries and developing corresponding CTL Decision Sheets • Establishing requirements for test equipment and test facilities for individual standards • Preparing CTL Test Equipment Lists • Responding to technical inquiries from the IECEE Secretariat regarding • New editions of IEC standards • The technical issues arising from IECEE assessments

  22. ETF Operations • CTL-OP 106 • Inquiries from: • NCBs or CBTLs • IECEE-CMC • IECEE Secretariat • IEC Technical Committees • Two-month procedure • Information circulated to appropriate IEC TC • Approval by ETF Provisional Decision Sheet • Approval by CTL CTL Decision Sheet

  23. Contents CHAPTER ONE – CTL Structure CHAPTER TWO – Role of the CTL CHAPTER THREE – CTL Procedures CHAPTER FOUR – ETF Operations CHAPTER FIVE – CTL Decision Sheets CHAPTER SIX – CTL Decisions in IECEE assessments

  24. CTL Decision Sheets CTL Website • CTL Decision Sheets • Mandatory for all IECEE CBTLs • IEC Interpretations • Developed by the IEC TCs and considered part of the IEC Standard • European OSM Decisions • Developed for use in the European schemes • Posted on the IECEE website for information only • Many have been submitted for confirmation to CTL and approved also as CTL Decisions

  25. CTL Decision Sheets - Example

  26. CTL Decision Sheets Navigating the CTL Directory of Decisions • CTL Directory of Decisions is searchable on Website by • Product Category • Decision number • Standard and Clause Nos. • Keywords

  27. Contents CHAPTER ONE – CTL Structure CHAPTER TWO – Role of the CTL CHAPTER THREE – CTL Procedures CHAPTER FOUR – ETF Operations CHAPTER FIVE – CTL Decision Sheets CHAPTER SIX – CTL Decisions in IECEE assessments

  28. CTL Decision Sheets Use of Decision Sheets by CBTL • CBTL staff must demonstrate • Full understanding of the concept of CTL Decisions • Knowledge of CTL Decisions applicable to a particular standard and specific tests • Ability to navigate the CTL Website and quickly locate the Decisions

  29. CTL Decision Sheets Using CTL Decisions in an Assessment • When specific tests are selected by IECEE Assessors for demonstration of competence by CBTL, the Technical Assessors: • Identify the existing applicable CTL Decisions and Provisional Decisions • Observe the test demonstration by the CBTL without making any reference to applicable CTL Decisions • Ask the CBTL staff to identify CTL Decisions only if they fail to do so on their own • Identify in the Assessment Report, as applicable, the need for staff training in the area of CTL Decisions
