  3. RBMP reporting • Electronic XML based reporting • Ten schemas covering Artcile 3, 5, 8 and 13 • Associated spatial information • RBMPs, POM and other supporting documents • All files are to be uploaded in EEA's Reportnet • Deadline 22 March 2010

  4. Tools to support submission http://water.eionet.europa.eu/schemas/dir200060ec/resources/ • Schema user guidance • Reporting user guidance • GIS reporting guidance • Helpdesk WFD Log • WFD Reporting database • Database to XML conversion tool • XML Validation tool • helpdeskWFD@atkinsglobal.com

  5. Submission workflow • Upload to ReportNet • Schema level validation allows for identification of issues • Release envelope • Cover letter forwarded to Commission

  6. State of Play RBMPs and WISE reporting (07/10/10) • NOTES: Status: 07/10/2010 • The column “RBMP adopted” reflects the contents of DG Environment’s web page: http://ec.europa.eu/environment/water/participation/map_mc/map.htm • GREEN- River Basin Management Plans adopted! • YELLOW - consultations finalised, but awaiting adoption. • RED - consultation have not started or ongoing. • The WISE reporting columns reflect if largely complete (green), partial (yellow) or no reporting (red) has been done on the three parts expected: • - Copies of the RBMP and PoM • XML files • GIS files • If the plan has not been yet been finalised and adopted it is assumed that the information submitted in WISE reflects draft plans.

  18. Spatial v XML checking • Herman Peiffer from EEA running script • All codes in shape file dbf are in the XML • Code list values are within enumeration list

  19. EEA example script Check: All codes in dbf are in the xml file Check: Codes used are in enumeration list

  20. validationassessmentreport

  21. Report • National and RBD • Filtering of what is relevant • Links to QA messages • Results of scripts are added as feedback in envelopes • [example report to be shown]

  22. Member State feedback • Envisaged that respond directly to errors • Make resubmissions to new envelopes under the RBD • Single record which can be passed on to Commission • [example of MS feedback to be shown]

  23. Managing resubmissions • Same RBD • Create new envelope (use date) • Upload only those files to be corrected, but full schemas • New date in filename

  24. spatialsubmission checks

  25. Spatial quality checking • Run after XML issues have been communicated and resolved as far as possible • Completeness • Logical consistency (in schema QA/QC) • Topological consistency specific to WFD

  26. State of spatial validation (12/10/10) NOTES: Status: 12/10/2010 The column “Ready” reflects if data are ready for spatial validation The column “XML” reflects if the XML validation is finished or at a point where it will not influence the spatial data validation The columns reflect if complete (green), partial (yellow) or no reporting/action (red) has been done on the spatial data Grey = not applicable

  27. Feedback • Second report • Follow the same process as previously • [Example report to be shown]

  28. Common errors • Projection not ETRS-89 • Files not following shapefile template • RBDSUCA reported on RBD level?
