  3. Congress Must Annually Pass a Spending Bill to Fund Federal Programs

  4. Congress HAS NOT Passed a Final Budget Bill for the 2011 Year. They are also debating the budget for the 2012 year.Programs are being funded through a “Continuing Resolution” which will expire on April 8, 2011

House of Representatives’ Proposal H.R. #1 would: • cuts the Pell Grant maximum by $845, kicking out 1.7 million students from the program, and lowering grants for the remaining 7.5 million low-income student • Reduces the maximum amount of the Federal Pell Grant from $5550 to $4705 and reduces all Federal Pell Grant awards downward • eliminates funding for the Supplemental Educational Grant Program , cutting an average of $736 from 1.3 million students. • This grant (SEOG) is awarded to eligible Millersville University students for $800 – this would eliminate this additional funding.

The Senate’s Proposal • Focuses on maintaining current funding for the Pell Grant Program • The Senate wants to keep the maximum award at $5550 instead of reducing to $4705 • Ends the new “Year Round Pell” Program • This means in order to receive the Federal Pell Grant for the summer sessions, it will reduce the amount of the Federal Pell Grant for the following spring term, if you are a full-time student. • Eliminates the LEAP Grant Program • Eliminates the interest subsidy for federal GRADUATE student loans. • Means Graduate students will pay interest on all Subsidized and Unsubsidized loans while in school.

  8. Governor Corbett’s budget for 2011-2012 • Plans to cut funding to the PASSHE schools by more than 50% • This means Millersville University will receive half the amount of funding by the state, which could result in programs being eliminated and a tuition increase.
