IDEA sub recipient limited program/fiscal monitoring Frequency: discretionary grants reviewed every 2 years; districts receiving only flow-through grants, every 4 years; risk-based monitoring is also done. Process: Most reviews are completed on a 30 day turnaround between the time the review is scheduled and when the follow-up report is issued; usually done on-site, although some may be by phone or video conference; reviews last from 30 minutes to 2 hours. Personnel: Business manager/Bookkeeper (superintendents and SPED directors as determined by the sub-recipient)

IDEA sub recipient limited program/fiscal monitoring General Observations from reviews this past year: - Time & effort logs/ semiannual certification: required for employees paid with IDEA funds. Latest guidance and samples can be found at http://www.education.ne.gov/sped/finance.html - Part B (ages 3- 21) Part C (below age 3) : grants specific to Part B or C should reflect this - Contracted services: invoices should include details such as dates & times of services, list of students served, description of services, rate. - Equipment purchased with IDEA funds should be labeled and inventoried.
