Federal Accountability States must create core indicators of performance for CTE Concentrators that are valid, reliable, and include at minimum measures of each of the following: • Indicators of CTE program quality which must include at least ONE of the following: • Indicator of CTE program quality that may include any other measure of student success in CTE that is statewide, valid, reliable, and comparable across the state • Percentage of CTE concentrators in CTE Programs of Study that lead to non-traditional fields

  9. Why Programs of Study? Strong vertical linkages between secondary and postsecondary credentials offer students broader opportunities to succeed in a globally competitive workforce. Putting CTE to Work for Students, ExcelinEd, available at https://www.excelined.org/cte-playbook-series/

  10. Program of Study Definition Programs of study are course sequences that prepare students with the knowledge and skills necessary for success in their chosen career. These sequences embed relevant, real world experiences and culminate in a postsecondary credential.

Program of Study Methodology Determine In-demand High-wage jobs Convene Education & Workforce Summit Develop Sequence of Aligned Courses Publish Final Programs of Study Validate Job Profiles with Industry Group into Related Occupations • Course sequencing designed to align to Texas’s diverse economy • Identified high wage, in-demand occupations in Texas • Triangulation of labor market information • Grouped similar occupations into careers • Aligned with postsecondary training for advancement in careers

  12. Career Clusters Labor market analysis identified several areas where occupations and postsecondary training overlap across career clusters. The areas of overlap include: Business, Marketing, and Finance Law, Public Safety, Corrections, & Security and Government & Public Administration. The Science, Technology, Engineering, and Math (STEM) cluster did not align with any one industry sector but rather had occupations spread throughout other clusters. A new Energy career cluster was created to address Texas’ diverse economic landscape.

  14. Additional Topics for Stakeholder Feedback • Collect stakeholder feedback to determine whether to make recommendations to the State Board of Education. TEA is soliciting feedback on following items which would require changes: • Add the Energy Career Cluster to §TAC Chapter 130 with corresponding courses. • Allow for additional STEM focused programs of study to qualify for the STEM endorsement. • Allow for innovative courses to serve as the final course to earn an endorsement. • Allow for a new Practicum in Entrepreneurship course to meet endorsements across multiple career clusters. • Revise the list of courses which are identified for funding as advanced CTE courses.

Industry-Based Certifications: Accountability Approved 2019-2020 IBC list expanded current list from 73 to 244 certifications counting for school accountability. • Implementation in 2019-2020 used for 2021 Accountability CTE Course Aligned to IBC List Expanded from 85 to 104 • CTE Concentrators completing a course on the list receive a ½ point for accountability • 2017-2018 (2019 Accountability) • 2018-2019 (2020 Accountability)
