Background • Under the current timeline, a resource with a Non-Price Retirement (NPR) rejected for reliability may decide after the auction whether or not to retire • ISO-NE is proposing a change to the NPR timeline to address this timing issue • A version of the ISO proposal was first presented at the October 2013 Markets Committee (MC) • Market Rule redlines have been provided with this presentation
Proposed Change • Revise Tariff Section III.13.2.5.2.5.3.(a)(iii) • Scope: For resources retained for reliability, the election to retire will occur no later than 15 calendar days prior to the commencement of the relevant Forward Capacity Auction • No other Tariff changes will be sought at this time • This change is independent of the “Resources Retained for Reliability” project which presented in September – October 2013 • Further discussions of this project are expected later in 2014
Next Steps • At the March MC meeting, the ISO will request a vote on the NPR timeline change • Request action by the Participants Committee in April • Effective date no later than June 1, 2014 • It is intended that the new rule would be in place for FCA #9
