  3. Common Vision Values The Foundation of Transformation We share the following foundational values: • Citizenship • Self-determination • Inclusion and community engagement • Individual and family empowerment

  4. Common Vision Citizenship Citizenship embraces both self-determination and community Citizenship is: “a way of meeting one’s deepest needs, the need to belong; it gives voice and structure to the yearning to be part of something larger than ourselves.” Mark Kingwell

  5. Common Vision Self-determination Everybody has the right to self-determination — everyone is included. When we listen deeply, we enable individuals with the most significant disabilities to express their desires. Strong relationships help facilitate self-determination, which is why support networks are so important.

  6. Common Vision Social Inclusion and Community Engagement Inclusion is both a process and outcome that enables every citizen to participate and belong in all settings in their communities. A community learns as people are present. It cannot learn if people are absent. For people with disabilities, inclusion means realizing your dreams and desire for participation.

  7. Common Vision Social Inclusion and Community Engagement Inclusion: “Belonging in schools and universities, in places of work and places of worship, in politics, art and commerce; Belonging in family, community, and nation.” - Catherine Frazee

  8. Common Vision Individual and Family Empowerment Empowerment is a process whereby people gradually gain more control and participation in their lives. Empowerment and participation for individuals and families is enhanced when advocacy, independent planning & facilitation, allocation of funding, and direct services operate as . . . separate functions in the system.

  9. Common Vision Individual and Family Empowerment A transformed system must shift power to vulnerable citizens by paying attention to creating positive circumstances for participation and the expression of self- determination.

Common Vision Shared Principles in a Transformed System Independent planning and facilitation Funds for disability supports are portable and flexible Individualized funding is available Allocation mechanisms ensure that people have access, fairness and an equitable process. Accountability mechanisms are simple and understandable Innovation is encouraged, supported and funded Strong autonomous family networks and People First groups

Principle One Independent Planning & Facilitation Independent facilitators who: are trained in value based facilitation and planning, are accountable to the person and his/her family and network, can balance thevoice of the person with family input, and recognize and work with support circles/networks. Common Vision What is needed . . . Independent facilitation and planning support that is is valued and funded by government. The freedom to choose our independent facilitator. Independent facilitation and planning support that includes: deep listening, resourcefulness, and a plan that works for the person.

  12. We believe that good planning: Is person-directed. It values the person’s voice first, with input from family, friends and others. This includes listening to the person regardless of how a person communicates; Is different for each person. It is not a meeting. It is not a document. It is a respectful process that recognizes people’s changing lives; Is intentional in the building of relationships and community connections; Is a process that leads to desirable outcomes by having clear goals and giving direction; and Creates opportunities for community and service provider innovation.   13. Facilitators are committed to person-directed approaches and play many roles. Facilitators assist people: to have accurate information, relationships, and to develop detailed person-directed plans with mediation and problem solving as needed Common Vision Principle One Independent Planning & Facilitation Facilitators are flexible, informal, and free of conflict of interest. The person determines the depth of the facilitation support.

Common Vision • To be able to move disability support resources from agency to agency, or from an agency to self-directed supports, or from one area of the province to another, or from the family’s home to the person’s own home using a respectful mechanism that respects all. • To use resources in a way that best meet the needs of the individual, their family and support network. Principle Two Portability and Flexibility What is needed . . .

  15. Individualized funding that is available for disability supports and can be applied for by individuals / families / support networks. Funds that are invested in people, not programs. Individualized funding that is adequate, portable, and equitable. A strength and capacity oriented application form . An approach that enables people to access small amounts of money to initiate a process of planning they choose. Disability supports that are separate from funding for housing. Common Vision Principle Three Individualized Funding What is needed . . .

An allocation process for the distribution of disability support funds that is principle-driven, including the principles of fairness & an equitable process Allocation mechanisms that can respond to changes in people’s life situations over time. Independent planning and facilitation that ensures there is equity in the support that people can access. Common Vision Principle Four Allocation mechanismsthat ensure people have access, fairness & utilize an equitable process. What is needed . . .

  17. A system of accountability that is based on values: self-determination, citizenship, inclusion, and empowerment. A system that creates feedback on how well plans and funding foster citizenship and participation. An approach to accountability that is understood and simple to use both families and government. Common Vision Principle Five Accountability mechanismsthat are simple and understandable and create feedback about how plans and funding are fostering citizenship and participation. What is needed . . . “We live in a culture that doesn’t value or understand the power of vulnerable people. We are a socially and economically viable population if well supported.” Judith Snow

  18. A system that embraces and encourages innovation. Asystem that provides incentives for service providers, individuals, and families to be innovative. Common Vision Principle Six Innovation that is encouraged, supported and funded. What is needed . . .

  19. Recognition and support for strong, autonomous family networks and People First groups. Increasing involvement of such groups in system planning and advocacy, as distinct from service provider involvement. Common Vision Principle Seven People First groups & autonomous family networksare supported and they have an important advocacy role to play in the transformed system. What is needed . . .

  21. What The Transformed System Might Look Like The process is central to the New Story Is based on guiding principles Reflects deep listening Allows for dreams and goals Reflects a need for flexible funding Responds to person-directed plans Is Accountable Common Vision

Common Vision • Family Alliance Ontario Supporting the well being of persons with disabilities and their families, and promoting the inclusion of persons with disabilities into all aspects of community life. • Individualized Funding Coalition for Ontario Supporting a coalition of individuals, families, and community agencies dedicated to self- determination, including having access to and control over funds for disability supports. • People First of Ontario Supporting people who have been labeled to speak for themselves, to help each other, and to help make sure that they are heard. • Special Services at Home Provincial Coalition Supporting a coalition of individuals, families, organizations and agencies dedicated to ensuring that families in Ontario receive the meaningful support they require through SSAH We are Four Provincial Organizations that Represent Families and Individuals with Disabilities
