  7. Why should we asses Social Impacts?

  8. Groups of the population recognized in the government proposals • customers • population, people • children, youth • men / women • different socioeconomic groups • senior citizen • immigrants • disabled persons • staff, employees • entrepreneurs

Recognizing the need of social IA • Has the decision impacts on a certain group of people according to age, gender, cultural background, state of health etc? • Has this group of people a certain socioeconomic subgroup (according to education, wealth, position etc) on which especially carries the burden of the impact? • Which factors seem to affect the (sub)group of people and how?

  10. If there are contradiction, disagreement or unclarity one should take the impact into account If everyone involved describes the impact minor or momentary, one can merely mention the impact

How to do the Impact assessment? • collecting the relevant information • comparing different alternatives • involvement of the Interest groups • involvement of the experts • describing the impacts by focusing on a certain group of people • describing the qualitative and quantitative impacts • describing the costs of the impact
