NLETS and Information Sharing • State owned system connecting all 50 states, territories along with every federal agency with a justice component. • Every agency, province – 500,000+ access pts. • 38 years sharing data – the hub for interstate exchange • NLETS has always “dictated” the data format for use of the system – was proprietary – now is GJXDM

  3. NLETS Past… • NLETS does not hold data • Proprietary data formats were used to connect disparate state and federal systems • Causing extensive custom programming at each NLETS interface user • NLETS-FBI, same customers – different specifications • Causing the states to write a second interface, driving up costs and maintenance issues

NLETS today • Still supporting proprietary data formats - but no new services will be offered in legacy. • Transitioned all NLETS transactions and responses to GJXDM 3.0.x - all schemas are completed • Currently accepting nearly 1 million FBI-CJIS-III CCH transactions per month in XML • Doing hundreds of thousands of bidirectional transformations (Legacy – XML – Legacy) daily

  5. NLETS Today • Kentucky, Maine and Wisconsin are sending and receiving XML rapsheets across NLETS • Pilot to standardize drivers license records across state lines over NLETS is underway BJA/NIJ funded project (CANDLE). • Using GJXDM XML

  6. Efforts to proliferate XML • NLETS has held two developers conferences to generate interest and vet the specification among state, local and federal developers • Multiple states are adopting NLETS specification and planning upgrades to interface • Exponential growth of GJXDM being seen in state and locals

  7. Ongoing efforts • Accelerated Information Sharing for Law Enforcement • Third iteration underway. AISLE, AISLE plus, AISLE 2 with NY, DE, WI to share GJXDM 3.0 end to end between these states • Western Demo Project, in support of the NCISP – sharing information in GJXDM 3.0 using NLETS between regional information systems. • All using GJXDM XML

  8. Partnerships • FBI for XML Rap-sheets • FBI for common data exchange formats (GJXDM 3.0.x) • RISS, DEA and HIDTA’s for National Virtual Pointer System (NVPS) • Operation Respond for Hazmat • NOAA for weather • All using GJXDM XML

Partnerships…. • Amber Alert Consortium for interstate Amber notification for justice enterprise • Pilot pending in Missouri • NLETS ORI’s geo-spatially enhanced • Amber Alert areas expand as time passes - NLETS to carry notification to justice from one location to another based upon ORI • All using GJXDM XML

NLETS XML Futures • Creating a Service Oriented Architecture • Extend deployment within our community, information sharing among a trusted groups using GJXDM and web services • Reach into local data where appropriate/allowed • Pilot cooperative, broad-based trial initiatives to improve information sharing led by NLETS, PBS, ComCARE Alliance • Create an NLETS “Google” type capability with those with the insight, courage and technology to do so

Conclusion • NLETS is one of the “center square” justice systems - early investment and involvement was imperative • Started with very little state support • State and locals should want and expect leadership from systems like NLETS, but historically we have let them down • Without strong national leadership information sharing will continue -business as usual!Whatever you call it, standardized XML is the first step to improved sharing
