  3. ASCE 7-2010 Update

ASCE 7-10 Update • Will be available in 1-2 months • Move to risk based standard, from occupancy based • New performance based alternate procedures • Testing to show performance capability of structural & non-structural components & connections • Structural integrity section expanded • Load path • Lateral force resisting systems

ASCE 7-10 Update (cont’d) • Wind speed basis changed – 3 maps (Category I, Category II & III, Category IV) • 700 year to 1700 year map (higher wind speeds) • Load factors are incorporated, like seismic • TA analysis of major cities shows same or lower wind loads for most structures (approx. -5%) • Higher wind loads on the hurricane coasts • Important Take Away: We found most wind loads actually decreased, especially in the inland areas. Some areas in central Florida had modest increases. • For ASD design method, multiply calculated loads by 0.60 (because load factors are included in new method)

ASCE 7-10 Update (cont’d) • Seismic maps significantly different – now risk based • Deck & Balcony Live Load = 1.5 x occupancy served, but not more than 100 psf • Snow Load – previous ASCE 7-05 excluded 70 degree slope and greater from unbalanced drifting • ASCE 7-10 will exempt 30 degrees and greater • Sliding snow clarified as not combined

  12. 2012 ICC Code Development Cycle • Proposals by Others • AAMA Public Comment – Adds “AAMA / NPEA / NSA 2100-10” to IRC • Various EC proposals • R-value of foam products (blowing agents) • Visible transmittance requirements • Air Barriers – blower door test requirements • Lower fenestration U-factors • Lower SHGC in the south climate zones • Higher roof & wall insulation • Attempts to limit south and west facing fenestration in certain climate zones

Energy Code Proposals • EC29-09/10 – Thermally isolated sunroom exception for SHGC of 0.40 in CZ 1 – 3 (IECC – D, IRCE – AS) • EC31-09/10 – Prescriptive vertical fenestration limit to 20% area based on house floor area (IECC – AS, IRCE- D) • EC68-09/10 – Increase thermally isolated sunroom roof insulation, decreased U-factor (IECC – AM, IRCE – D) • R-19 → R-24 in CZ 1-4 • R-24 → R-30 in CZ 5-8 • U-factor vertical glazing, U-0.50 → U-0.45 • U-factor for skylights, U-0.75 → U-0.70 • EC72-09/10 – Adds projection factor trade off for SHGC (IECC – D, IRCE – D) • EC77-09/10 – Adds exception for higher U-factor if materials are recyclable (IECC – D, IRCE – D)

Florida Building Code • Current edition is 2007 • Next edition to be based on 2009 I-Codes • Florida requires they are available to public for 6-months before selecting them as basis • October 1, 2009 FL selects 2009 I-Codes as basis for 2010 FL Building Code • March 1, 2010 “Initiation Draft” posted to the web • Will contain all 2007 amendments referenced to 2009 I-Codes • Will also contain local amendments

Florida Building Code • April 2, 2010 - Amendments due via the Commission website • May 2, 2010 – Proposed amendments posted to the Commission website for 45 day comment period (ends June 15, 2010) • September 3, 2010 - FL TAC will post recommendations on Commission website for 45 day review (ends October 18, 2010) • December 2010 Commission hearing

Florida Building Code • February 1, 2011 – Commission will File Rule adoption 2010 FBC and post the supplement to the Commission website • April 2011 to June 2011 – Code amendments to resolve glitches prior to implementation • December 2011 – 2010 FBC implemented • Cannot be sooner than 6-months from date available to the public

Florida Building Code • Florida has adopted portions of AAMA / NPEA / NSA 2100 • Questions are coming in about updating the adopted material for 2010 FBC • What level of activity will we have? • Will 2100 be finished in time, or will we allow others to update this information directly in FL code? • Florida energy provisions do not provide for thermally isolated sunrooms – what to do here?

Minnesota Energy Code • This looks like it could help – but what about walls? • A well written MN code proposal that references this provision could be successful • “Sunroom Roof” & “Sunroom Wall” are different types of construction (i.e. Non-attic, non-frame construction) • Cost effectiveness at R-38 and R-44 not justified for roofs • Continuous exterior insulation not practical with IMPs, nor is R-19 when considering rigid insulation

AAMA / NPEA / NSA 2100 • Joint conference call scheduled for March 9, 2010 at 2:00 pm Eastern Time • Will be an NSA call with NPEA and AAMA participation • Discussion will be on combined draft of the document • Decisions to be made – which provisions to use? • ICC’s deadline for this work is May 13, 2010 • To be referenced in the code, must be available to public • AAMA 45-day review process means our real “deadline” is March 29, 2010
