Key successes EQS very useful, EQS language clear for a broader audience. Note a book but a clear and synthetic concept note EQS to be used by operational staff to prepare the ToR; improve the comprehension of the evaluation process ‘matrix’ of criteria against which reports assessed: * it makes the reports more reliable * capitalization in terms of quality of the consultants’ work * professionalization (how an evaluation is made) EQS allow for flexibility and innovation (more guidelines than a strict universal application which would answer all the questions)
Limits and weaknesses • Different implementations amongst stakeholders (donors; partnercountries/ between donors/ HQs vs fields) • Even if synthetic and clear terms, certain qualitative and quantitative terms need definition • Some subheadings are numerous; should focus on crucial elemets • Lack of training; need of capacity building
