DICOM-Related Application to Security Screening Equipment The Department of Homeland Security (DHS) has a wide array of horizontal modality / workstation and vertical information science needs remarkably comparable to medical imaging needs. To be sure, the DHS requirements have application specific details that uniquely characterize the various applications. Existing systems are proprietary and closed to outside innovation. The DHS and its operating divisions – such as the Transportation Security Administration (TSA) seek significantly enhanced performance in next generation systems, through the involvement of 3rd parties.
Past and Continuing DHS Efforts have identified the DICOM as an opportune asset for accelerating achievement of next generation system goals. • To illustrate this potential, a DHS B-B Image Analysis DICOM Adaptation was drafted for the X-Ray CT Based EDS application. • This is one step toward achieving an open architecture X-ray CT that can accept third party image reconstruction and image analysis algorithms. • Presently, the DHS CT A-A Image Acquisition DICOM Adaptation is being drafted. Support from the Medical Imaging community is sought. • A second effort has been creation of a high level Common Standards Requirements Specification.

B-B DHS DICOM Adaptation Ready Version 1.2 (Image Analysis Interface) Update: The Image Acquisition Interface Working Draft Now Available.
U.S. NEMA Digital Communication Security (DICOS) Industrial Security Imaging and Communications (4IIC) Section and Technical Committee The DHS has requested that NEMA present a comprehensive proposal for developing standards that meet its short (June’09) and longer range needs. The DHS EDS adaptation has been provided to NEMA to assist in meeting the June 09 schedule. The Transportation Security Administration (TSA) will begin acquisition of approximately 4,000 X-ray CT-based EDS machines beginning in the 2012-2013 timeframe. These new machines will be replacing existing deployed machines that are reaching end of their operational lifetime. Medium and longer range needs are to extend for other security modalities (based on acquisition needs).

U.S. NEMA Digital Communication Security (DICOS) NEMA DICOS work initiate in July’07 and has produced a multi-modal, DICOM adaptation for the C-C interface. Presently the B-B interface work and C-C interface work are being reconciled.
Medical Imaging Community Support Opportunities Support can consist of – but not be limited to: • Technical commentary upon the B-B interface DICOM adaptation. • Technical commentary upon the A-A interface DICOM adaptation. • Commentary regarding business or financial models for achieving the CT open architecture, algorithm interoperability goals. • Participation within the U.S. NEMA Digital Communication Security (DICOS), Industrial Security Imaging and Communications (4IIC) Section and Technical Committee.
Concluding Comments Copies of the B-B interface DICOM adaptation and the A-A interface DICOM working draft adaptation is available upon request. Copies of the C-C interface work and the DHS Requirements Document are available through the NEMA 4IIC POCs. Questions
