  2. Smuggling of Migrants Smuggling of Migrants • In 2006, more than 30,000 migrants reached the Canary Islands while 6,000 migrants are estimated to have died during the sea journey.

Overall objective • To stem illegal migration by preventing and combating smuggling of migrants from Africa to Europe in line with the UN Protocol against Smuggling of Migrants by Land, Air and Sea supplementing the Transnational Organized Crime Convention (TOC) and international human rights conventions.

  7. Specific objective • To assist the ECOWAS countries and Mauritania in building capacities and strengthening cooperation mechanisms among law enforcement and prosecution authorities to effectively prevent, investigate and prosecute smuggling of migrants, and develop effective cooperation with third countries to that end, while protecting the rights of smuggled migrants.

Recruitment of staff and identification of national focal points in all participating States • Survey of smuggling of migrants, perpetrators and criminal groups involved. • In country assessment and selection of 5 pilot countries. (Senegal, Niger, Mali, Mauritania, Spain (report forthcoming) • Development of training materials. • Establishment of West Africa network of focal points.

Establishment of National Working Groups on law enforcement and development of coordination mechanisms and counter-smuggling policies • Train-the-trainer courses • Establishment of counter-migrant smuggling units. • Regional workshop on international law enforcement cooperation. • Facilitation of joint operative investigation.
