TEIN Organization FTF(ByungKyu Kim, Dany Vandromme , Chalermpol Charnsripinyo) • Objectives - To prepare a proposal developing the current TEIN2 Technical Committee into a TEIN organization. - To obtain opinions from relevant stakeholders in order to develop a common understanding, and include their opinions in the proposal. - To report the final proposal to TEIN2 partners and DANTE - To establish an initial structure of the TEIN organization. • Timetable - Nov 2006 “TEIN TFT” was formed during the 11th TEIN2 TC in Hong Kong (1 Nov 2006) - Jan 2007 Release the 1st draft proposal - May 2007 Release the final proposal - July 2007 an initial structure of the TEIN organization established - Jan 2008 Official (legal entity) TEIN organization established

TEIN Organisation (Stakeholders) • Definition - Entities who benefit from the existence of the TEIN organisation, and who have something to legitimately say regarding the management, the funding or the policy making of the activities. - A particular case can be the shareholders of a company, or the guarantors of a limited liability company, or the members of an association. • TEIN Organization Stakeholders - form the TEIN Organisation - fund the TEIN Organisation (but this funding may eventually be complemented by external funding, like EU or AP countries/economies) - make substantial donations of capacity for use by TEIN partners - use the services and/or the infrastructure deployed and operated by the TEIN Organisation - lead, manage and supervise the TEIN Organisation - NREN and only one as representative

  5. TEIN Organisation (Members) • Primary Members - the partners who agree to participate in a cost-sharing model - with voting power • Affiliate Members - other stakeholders - without voting power

  6. TEIN Organisation(Governance and Policy) • The TEIN Organisation is responsible for governance and policy of TEIN network. • TEIN Organisation is staffed at the appropriate level to define, implement and operate the TEIN network. • TEIN Organization would be consisted of Board of Directors who recommended by primary members as the highest decision making structure. • It is further suggested that close APAN/TEIN organisational links should be reinforced by each being represented on the other’s board.

  7. TEIN Organisation(Activities) • Represent the TEIN network in all fora for international discussions and cooperations for research network activities • Technical definition of the network infrastructure • Provision of all network components through public procurement rules • Implementation of the network • Operation of the network • Planning and performing all network upgrades and improvements, according to suggestions of APAN community • Responsibility for commercial relationships with TEIN network providers and operators • Set up and operation of cost sharing arrangements between TEIN partners • Financial management and administration of all TEIN activities • Establishing and managing relationships with external funding agencies
