Background • The ISO’s review of system operations during the January 2004 Cold Snap, identified the need for greater education, understanding communications and coordination with the region’s natural gas industry • In late May, ISO-NE invited the Northeast Gas Association (NGA) to facilitate a new Electric & Gas Operations Committee (EGOC) • 1st Meeting of the EGOC held on July 13th • The EGOC has 4 primary focus points/sectors: • Maintenance, Operations, Training, Planning • Winter Operations: Dec 1 thru Mar 31 – Weekly EGOC Teleconference • Initial forecast for normal or abnormal system operations ISO New England Inc.
Electric & Gas Operations Committee • Increased Coordination on Maintenance • Annual plans & scheduled maintenance • Unscheduled maintenance & forced outages • Increased Coordination in Operations • Timely notification of operating contingencies • Assure rolling blackouts do not impact critical gas facilities or distribution operations • System restoration ISO New England Inc.

Legal Review • ISO’s Legal Department has reviewed potential communications between the electric & gas industries • Gas industry complies with the FERC Code of Conduct & Antitrust Provisions • ISO-NE complies with the NEPOOL Information Policy • ISO-NE has proposed a Non-Disclosure Agreement with Gas Companies • Initial communications will only transfer public domain information ISO New England Inc.
