Update on Sheffield Commissioning Task and Finish Group City wide T&F group ran July to • Enable coproduction between SCC/ NHS/ 3rd Sector to enhance and improve commissioning capability for a thriving and enterprising sector • Underpin and enhance principle of Joint compact • Deliver 6 agreed workstreams • Agree a communications plan for life span of group • Ensure workstream aligned to other work on social enterprise etc • Report to a range of Boards/ Groups • Recognition only got to base camp! • Co- sponsored SCC/VAS

  2. Workstreams 6 key workstreams, Each with sponsor, clear working brief, and anticipated products • Commissioning for Outcomes • Commissioning for Transformational Services • Commissioning Capability and Skills • Market development and stimulation • Procurement Practice • Managing Risk

Activities In total 22 inter- connective activities supported the work of the 6 workstreams- some new, some building on current/existing activity Eg Market development workshop with arts and well being organisations Commissioning Masterclass (61 participants) Workshop with SCEN members- PEST/SWOT/ principles for shaping and transforming sector Desk top review of other Local Authority’s standards/ thresholds for procurement Case Studies Commissioning for Outcome

Key Messages VCF sector doesn’t expect ‘special’ treatment- wants fair opportunity to set out local added value National and local charities are different- commissioners need to understand this Need more transparency and consistency from commissioners Commissioning is a range of processes- competitive tendering is one option in 1 part of this Sector needs to be better understood through systematic market analysis Support is needed to develop skills and competencies in sector (and commissioners) Commissioning for outcomes needs to be developed Align commissioning and funding processes Risk needs to be managed- not everything will work

Key Findings New relationships, understanding, tools and processes are needed if public bodies are to successfully commission services with the voluntary, community and faith sectors City wide system of commissioning for outcomes should be supported- Outcome Star Adopt the Framework of principles for developing (and stimulating) market Commission and develop services based on consumer (and provider) insight and experience Develop skills and competencies across and within sector Use common procurement processes and documentation which enables the 3rd sector to sell their added value and USP- criteria need to measure this (increase contract value of £25k for triggering competitive tendering) Common principles and shared approach to managing risk Work in partnership to transform services and outcomes

Key Products/ outcomes Framework of Principles to Manage risk- to be used across commissioners and providers Framework of principles for supporting commissioning of transformational services- for commissioners and providers 9tied in with Rights to Request/ Challenge) Framework of Principles on Market Development- commissioners and providers Revision on key procurement practices and documentation- in progress Masterclass- evaluated for future support Retrospective use of outcomes for key services Use of outcomes star in future

  7. What should the 3SA support? Understanding and need to promote the benefits of commissioning- new opportunities for funding, innovation to meet needs of local people and communities Need to champion commissioning for outcomes- helps sector sells its case Use sector to champion user and org insight to and run develop new services Support the sector in developing measures and systems for outcomes- ones which help not hinder! A city wide approach to Market Development Board- sector equal and legitimate partner Champion the need for the LA to revise the financial threshold for competitive tendering Encourage trustees and officers to develop expertise, skills and knowledge- ind and/or collectively- and advocate for support programme s

What next? • All reports and products on VAS and SWBC websites • Being considered through SCC Management Team and Cabinet (alongside internal review) • Supported by VAS Board and 3SA Interim Executive • Issues relevant to the Sheffield wide bid for Office of Civil Society Transforming Infrastructure monies • Task and Finish Group reviewing progress late Sept
