  2. Welcome and Introductions • Adjustments to the Agenda • Public Comments This is an opportunity for comments by those in attendance on items not on the agenda. Please limit comments to three minutes for each speaker.

  3. Approval of Minutes Approval of Minutes Attachment 4A– Minutes of March 3, 2011 TCC Action: Approve Minutes of March 3, 2011

  4. SPOT 2.0 NCDOT Strategic Planning Office of Transportation (SPOT) Second round of statewide project prioritization MPO’s asked to submit 15 additional projects (in addition of the 50 submitted in round one – 7 funded) • TCC Action: • Receive information

  5. 2011-2012 Unified Planning Work Program • Richard Epps – MPO Staff • TCC received copy of Draft UPWP on March 3, 2011 • Pages 15-17 anticipated funding • Pages 19-28 anticipated special projects and their respective funding • Page 39 - Table 3 – task codes where funding has been allocated • Pages 41-42 - Table 4 – transit task codes where funding has been allocated • March 17 – Released for Public Review and Comment • April 20, 2011 - TAC to conduct Public Hearing to receive comments • April 22, 2011 - Public Comment Period closes • Only minor edits have been received as comments • TCC Action: • Recommend TAC adoption of 2011-2012 UPWP

  6. Transportation Improvement Plan - Subcommittee Creation Gerald G. Daniel – MPO Staff As part of SPOT 2.0, the MPO will submit 15 additional projects for inclusion in the statewide prioritization process. The TIP subcommittee will be tasked with discussing and refining a list of potential projects for submittal. Attachment 8– Memo and list of prior TIP subcommittee members. TCC Action: Establish members of TIP subcommittee.

  7. TCC Subcommittee Updates Gerald G. Daniel – MPO Staff Staff developed recommendations to maximize efficiency and productivity of TCC subcommittees. Attachment 9 • details role of each subcommittee • lists existing subcommittee members • shows potential subcommittee reorganization TCC Action: Receive as information

  8. 2009-2015 TIP Modification David Eatman – Capital Area Transit Recent receipt of Section 5309 funds requires modification of TIP to show allocation of funds received. The amount and source of funds was originally shown in the TIP. The only change is unfunded to funded category. Attachment 10is the modification needed. NCDOT will take action on this item in May. TCC Action: Recommend TAC adoption of TIP modification

  9. Harnett County CTP Gerald G. Daniel – MPO Staff Staff has worked with NCDOT, Harnett County, municipalities in Harnett County the Mid-Carolina RPO, Fayetteville Area MPO, and other organizations to develop the Harnett County CTP. Attachment 11is a copy of the Harnett County CTP. NC Board of Transportation will consider adoption following adoption or endorsement by all jurisdictions and the County. This CTP is one component of the Capital Area MPO’s CTP which is currently under development. TCC Action: Recommend TAC adoption of the Harnett County CTP

  10. Triangle Regional Transit Program Triangle Transit Staff Work on the Alternatives Analysis continues. Round 3 of the public meetings is complete and public comments are being compiled. An update on the technical analysis and early feedback from the public involvement sessions will be provided today. TCC Action: Receive as information

  11. NC 540 Working Group Chris Lukasina – MPO Staff Due to recent actions by the General Assembly, NCDOT has requested to jointly develop a work group with the MPO that would: • Establish a setting for cooperation • Create a process to successfully implement projects needed to complete the Outer Loop. • Work group would function similar to transit advisory work group Potential work group representatives: Clayton, Fuquay-Varina, Garner, Holly Springs, Knightdale, Raleigh, Johnston County, Wake County, and will include MPO Staff. TCC Action: Receive as information

  12. 2011 Ride of Silence Annually, bicyclists worldwide unite on the third Wednesday of May on a memorial “ride of silence” for those bicyclists injured or killed in traffic accidents. This year the ride is on May 18th, and will start and end at the RTP headquarters on Davis Drive. The ride starts promptly at 7:00 pm. Attachment 15is a copy of the flier with event information. The MPO has been asked to pass resolutions that: (1) Endorse the Ride of Silence (2) Declaring May as Bicycle Month, May 16-20 as Bike to Work Week, and Friday, May 20 as Bike to Work Day.

PROJECT STATUS REPORTS ARRA Projects Twelve of 15 projects 100% complete Attachment 14A– status summary MPO Budget – 2010-2011 Operating Budget: $2,659,071 Spent as of 2/21/2011: $1,108,698 Attachment 14Bprovides a breakdown of expenditures NC 50 Final Report On March 16, the TAC adopted the report pending receipt of no additional comments. Additional comments were received prior to the close of the comment period. Staff will address the comments and information will be brought forth to the TCC and TAC during May.

  14. PROJECT STATUS REPORTS Legislation: H422 - Sponsors state this bill is intended to ensure that matching funds are available in the State budget prior to application for federal monies for high speed rail. The bill is in the House Transportation Committee which meets weekly on Tuesday at noon in room 643 of the Legislative office building. NCDOT Swat a Litterbug Program Swat a litterbug is an educational effort by NCDOT’s Office of Beautification Programs. Attachment 14Eprovides information needed to report a litterbug.   15. PROJECT STATUS REPORTS NC Association of MPOs 18th Annual Conference This year the NC Association of MPOs is holding its annual conference in Fayetteville, April 27-29. Registration is available by mail or online at www.ncampo.org . This year’s conference is titled: Changing Times, What’s next. There are many informative sessions and several mobile tours. We encourage all to attend.
