How does commercial satellite support the Government? • Reliable communications where no wire line or wireless infrastructure exists • Communications for the Warfighter and DoD Support • Quickly deployed Domestic Emergency Response Communications • Continuity of Operations/Service Diversity • Supplements Terrestrial Networks

  4. Mobile Satellite Communications • Satellite Phones – Voice & Low Rate Data • Iridium – Provides voice and data services. Data rates up to 2.4 kbps. Covers the whole earth, including poles, oceans, and airways. • Globalstar –Provides voice and data services. Data rates up to 9.6 kbps . Coverage area includes North America, South America, Europe, Australia, and parts of Africa. • Voice and Data Services • Inmarsat – Inmarsat provides mobile voice and high speed data services. Includes Broadband Global Area Network (BGAN). Data rates range from 600bps to 256kbps. Coverage area includes about 98% of the land mass area.

  7. Internet Access, Video Streaming and Broadcast Services GSA SATCOM Program Offers IP Based Services with Global Coverage • Network backbone links over satellite • Corporate VSAT applications • Consumer applications (video on demand) • Real time video distribution (IPTV) Shared Access Services

Continuity of Operations • Providing satellite connectivity when terrestrial connection (frame relay, MPLS, T1, etc.) is not available. • Routing Overview: • Routes traffic over wire-line or satellite paths based on policy based rules • Loss of primary path will result in all traffic being re-routed over the other path • Upon restoral of primary link, all traffic re-routed back to primary path • Path Diversity using Satellite for to achieve COOP Satellite backup as “Insurance”

COMSATCOM on GSA Schedule 70 • Evergreen Clause offers 20 year Period of Performance (PoP) (5yr base + three 5yr options) • Allows addition of qualified vendors at any time • Contractors define and price their commercial offerings • Posted Schedule prices based on Most Favored Customer pricing • For most task orders, final pricing determined by Task Order Solicitation and competition • New technologies and offerings can be added at any time through contract modification

SIN 132-54 Transponded Capacity • Dedicated bandwidth on a communications satellite in any COMSATCOM frequency band • Satellite bandwidth and power only • Also includes all services necessary to allow use of the bandwidth: • Limited engineering (link budgets, transmission plans) • Basic customer training (acquiring signal, peak & polarization) • Core management and control of transponded capacity • Required approvals (frequency clearances, landing rights) • Host Nation Agreements (HNAs) when required

SIN 132-55 Subscription Services • Pre-existing, pre-engineered Fixed Satellite Services and/or Mobile Satellite Services solutions in any COMSATCOM frequency band • Shared or dedicated satellite resources • Ancillary terrestrial component (ATC) • Offeror specified networks and equipment • Billed on per-use basis (per minute, per MB, per month, etc.) • Per-use rate includes airtime, materials, personnel, facilities, engineering, network management, monitoring, integration, and operations required to delivery the service • Equipment may be included only if it is part of the Subscription Service rate (i.e., not separate line item charge)

COMSATCOM Information Assurance Requirements • COMSATCOM SINs have specific Information Assurance (IA) and Technical Requirements • Federal Information Security Management Act (FISMA) • Committee on National Security Systems Policy (CNSSP) 12 or DoD 8581.1 • National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 or DoD 8500.2 • Ordering Activities have significant flexibility in specified level of IA and tailored technical needs

Information Assurance Compliance • As part of master contract evaluation, FCSA PMO will evaluate an Information Assurance Checklist to determine whether Offeror understands Federal IA policies • The Ordering Activity is responsible for ensuring to the maximum extent practicable that each requirement issued is in compliance with Federal IA policies • Assigns the specific IA requirements prior to issuing the initial statement of work (e.g. impact level per FIPS 200 or Mission Assurance Category per DoDI 8500.2) • Evaluates the extent to which Contractor’s proposed service accommodates the necessary security controls • Performs any IA certification, accreditation, and evaluation activities

Terms and Conditions of the Master Contracts • To receive a master contract award, the vendor must meet the Proposal Price List Preparation solicitation attachment lists the technical requirements the offeror should address • Information Assurance • Delivery Schedule • Portability • Flexibility / Optimization • Net Ready (Interoperability) • Ordering Activity will specify their applicable Task Order technical requirements • Discounts expected on a task order basis • Network Monitoring (Net Ops) • EMI/RFI Identification, Characterization, and Geo-Location • Security

Who can use Schedule 70? • Federal Government • DOD, National Guard, Civilian Agencies • Tribal Governments • State and Local Governments • State and local government entities are now eligible to purchase from GSA Schedule contracts under the following programs: • Cooperative Purchasing; • Disaster Recovery Purchasing; and • American Recovery and Re-investment Act.

FCSA Task Order Activity • Task Order competition activity • Over 150 postings to date on eBuy (including RFIs, RFQs, notices) • Postings by DOD, Army, Navy, Air Force, USCG, NOAA, VA, Ed., EPA • Eight Contractors have won task orders • DISA Awards to date: (as of 30 Sept) • SIN 132 54: 65 awards, potential life-cycle value: $1.4B • SIN 132 55: 2 awards, potential life-cycle value: $2.5M • Other Federal Awards • State and Local Awards

Network Custom SATCOM Solutions (CS2) and CS2-Small Business • Establishing two ID/IQ vehicles: • Full and Open (F&O) Competition ID/IQ (Custom SATCOM Solutions) for large-scale requirements ($2.6B ceiling) • Small Business Set-Aside (SB) ID/IQ (CS2-Small Business) for remaining requirements ($900M ceiling) • Firm-Fixed price Task Orders with 2% GSA fee included in price • 5-year Period of Performance (3-year base + two 1-year options) • Awards planned 1QFY12 + + + + + Integration Services User Equipment Teleport Network Management Leased Bandwidth Customer defines standards, components, and interfaces (which determines cost)
