  2. BRAC RTF Transportation Work Group Meeting • Monday, October 23rd, Ft. Bragg DPW Classroom • Invited all RPOs; MPOs; NC DOT; Ft. Bragg/Pope • Combined discussion of roads; airports; and rail and alternative modes of transportation • Supplementing and augmenting your planning efforts based on projected growth due to BRAC/other changes at Ft. Bragg • Discuss using Federal grant to assess and plan for the impact of additional growth. Scope of Work. • Identify current planning efforts • Facilitate identifying problem areas

What’s the Purpose of the BRAC RTF • Following the BRAC announcements last year, DOD encouraged communities to establish regional organizations to deal with BRAC related changes. • Providing Federal funding to study the impacts of the projected growth and develop a growth management plan for the region. • Forming Working Groups in assess the problems and integrate with the on-going planning efforts. • Develop solutions for problems identified in the Work Groups • Coordinate the long-term sustainment effort for Ft. Bragg • POLITICAL CLOUT OF ELEVEN COUNTIES AND FT. BRAGG

  4. TRANSPORTATION WORKING GROUP OBJECTIVES FOR TODAY • DETERMINE HOW THE PROJECTED GROWTH AT FT. BRAGG WILL AFFECT CURRENT TRANSPORTATION PLANNING • SWOT ANALYSIS/BRAINSTORMING SESSION • IDENTIFY PROBLEM AREAS IN THE REGION DUE TO BRAC AND OTHER GROWTH AT FT. BRAGG • PRELIMINARY INFORMATION FOR CONSULTANTS • HOW DO WE ASSIST YOU IN YOUR PLANNING? • IDENTIFY CONTACTS AND AGENCIES

BRAC Regional Task Force (RTF) • Purpose: To unify the community planning effort by coordinating the requirements and upgrades associated with the BRAC actions for the eleven counties and municipalities surrounding Ft. Bragg and Pope AFB. • Scope: This organization is the liaison between the military; the communities in the organization; state agencies associated with these requirements; and federal agencies designated to provide community assistance for BRAC.

  7. Impact Due to Changes at Ft. Bragg • Population growth: more than 20,000 people • Contractor office space forced off post • Hospitality requirements: 30,000 + visits a year • New Defense businesses and expansions. • Federal grant for assessing economic impact and developing a growth management plan • Identify and apply for state and federal funds to assist and transform economies

BRAC Planning Committees and Work Groups • Housing: on and off installation • Transportation (roads/rail/airline) • Schools: DOD; private; public • Economic Impact: Business and Defense Contractors • Workforce impact/employment opportunities • Infrastructure: Public Works/Public Safety/Recreation/Comm. • Medical: on and off installation • Growth Management Planning: Compatible Development • Arts and Culture • Meetings/Conventions/Special Activities (Secure space)

Timing of BRAC Actions • BRAC law: implementation has started; six years to complete all actions, by September 15, 2011 • BRAC military construction funding is required • 4th Brigade Combat Team (BCT) has been activated/facility construction almost complete • Positions assigned and Personnel begin to arrive in 2006 • 43rd Airlift Wing closes in early 2008 • FORSCOM phased move in 2010/2011 • Pope AFB becomes an AAF and transfers to Ft. Bragg in 2010 • Next BRAC scheduled for 2015

Bragg • Roads: • Significant Growth along Hwy 87 corridor through Harnett to Lee Co • Double or triple current traffic through Spring Lake • Increased traffic from Moore and Hoke Counties • Access through Linden Oaks Military Family Housing? • I-295 Exchange/close Bragg Blvd/New security access gate? • Airports: • 30,000+ passengers to visit FORSCOM • Direct flights to Washington DC? • Rail: • Direct Access to Wilmington ports?
