BRAC RTF Key Events and Milestones • September 15, 2005:  BRAC signed by President • January 24, 2006:  Gov Easley hosts initial meeting • January 27, 2006:  Initial trip to FORSCOM HQ • April 15, 2006: Formed a BRAC RTF Steering Group • June 15, 2006: BRAC RTF Board of Directors and Executive Committee formally established. • September 13-14, 2006:  Relocation Fair at FORSCOM • October 4, 2006:  BRAC RTF/COG Receives OEA Grant • October 26, 2006: First annual BRAC Regional Task Force meeting.

BRAC Regional Task Force (RTF) • Purpose: To unify the community planning effort by coordinating the requirements and upgrades associated with the BRAC actions for the eleven counties and municipalities surrounding Ft. Bragg and Pope AFB. • Scope: This organization is the liaison between the military; the communities in the organization; state agencies associated with these requirements; and federal agencies designated to provide community assistance for BRAC.

  11. Impact of Changes at Ft. Bragg • Population growth: more than 20,000 people • Contractor office space forced off post • Hospitality requirements: 30,000 + visits a year • New Defense businesses and expansions. • Shortage of schools, classrooms, housing • Impact on roads, airports, infrastructure • Federal grant for assessing economic impact and developing a growth management plan

  12. BRAC RTFA Regional Approach • Awarded a Federal Grant from OEA for $1.16 million to Develop a Comprehensive Growth Management Plan for the communities surrounding Ft. Bragg • Assess the impacts and implement BRAC planning: • Phase I: Housing; schools; and workforce • Phase II: Supporting requirements and improvements • Phase III: Comprehensive Growth Management Plan • Maximize the economic potential associated with the FORSCOM move and FtBragg growth

  13. BRAC RTFPHASE I • Issued a Request for Proposals (RFP) for Phase I • Starts on January 1 for a three month period. (3.5 months) • Overall: Assess existing conditions and assess changes at Ft. Bragg/Pope AFB. • Identify issues and problem areas • Refine the scope of work and RFP for Phases II & III • Early deliverables: • Housing: Assess where people will live. • Schools: Projections for school age children • Workforce: Impact on the civilian workforce, especially transition from Pope AFB to Ft. Bragg

Phase II Tasks Level of Effort • Workforce impact/employment opportunities ( 2.5 months) • Economic Impact (18.0 months) • Housing: on and off installation ( 3.0 months) • Infrastructure: Public Works/Safety/Rec ( 2.5 months) • Schools and Education ( 3.0 months) • Transportation (roads/rail/airline) ( 2.0 months) • Medical: on and off installation ( 1.0 months) • Meetings/Conventions/Special Activities ( 1.0 months) • Compatible Development, Environmental (18.0 months) • Regional Communication and Coordination ( 1.0 months) • Arts and Culture *(not included in grant)

BRAC RTFPhase III • Develop a Comprehensive Growth Management Plan (6.5 months) • Integrates the planning efforts of Phase II into a documented, cohesive game plan for growth and development • Includes Implementation Plan and Action Steps • Committee reviews and public participation • Integration into regional and state planning documents

Community Involvement • Community involvement is critical for developing a Comprehensive Growth Management Plan. • Identify specific problem areas due to new growth: schools, housing, transportation, infrastructure. • Integrate and augment existing planning efforts • Implement recommendations • Recognize opportunities: New and expanding businesses; additional schools, housing and infrastructure • Understand and prepare for the economic impact.

Economic Developer’s MeetingOctober 17 • Results: • Develop a survey with DOC assistance • Develop a comprehensive list of Defense Contractor’s through NC Military Business Center • Assess benefits of a “Trade Show” event in Atlanta • Approach this effort as the BRAC RTF region • Work with the Regional Partnerships as appropriate

BRAC RTFScheduled Board Meetings • Next Executive Committee meeting on November 16th at 10:00 am to review proposals (prior to RLUAC mtg) • A special Board of Director’s meeting is needed to approve selection • Options: following RLUAC on Nov 16th or Nov 30th • Next Quarterly Board of Director’s meeting on February 15th in conjunction with RLUAC.
