  1. Welcome to the NCSHA Orientation Read about all NCSHA has to offer and how you can be a part of it!

  2. What is NCSHA? The National Council of State Housing Agencies (NCSHA) • A 20-person national nonprofit, non-partisan organization • Created by the nation’s state Housing Finance Agencies (HFAs) more than 30 years ago • Located in Washington, DC

  3. NCSHA Vision Statement An affordably housed nation.

  4. NCSHA Mission Statement To advance through advocacy and education the nation’s state Housing Finance Agencies’ (HFAs) efforts to provide affordable housing to those who need it.

  5. NCSHA Membership 54 state member HFAs, including: • District of Columbia Housing Finance Agency • New York City Housing Development Corporation • Puerto Rico Housing Finance Authority • Virgin Islands Housing Finance Authority

  6. State Housing Finance Agencies (HFAs) • State-chartered authorities • Established to help meet the affordable housing needs of the residents of their states • Have statewide authority to finance affordable housing • Have slight differences from state to state in organizational structure, resource bases, and activities • HFA boards of directors are appointed by the governor, typically for staggered two-year terms

  7. State Housing Finance Agencies (HFAs), cont’d • Run everything from homeless assistance to first-time homebuyer programs • Finance both single-family and multifamily housing • Self-supporting businesses, capitalized with bond earnings and other program administration fees

Affiliate Members • Over 300 affordable housing industry partners • Key partners include: Accountants, Asset Managers, Bond Rating Agencies, Consultants, Developers, Financial Advisors, Financial Publishers, Housing Technology Specialists, Investors, Lenders, Mortgage Insurers, Property Managers, Real Estate Professionals, Syndicators, Trustees and Paying Agents, and Underwriters

NCSHA Governance • Comprised of 17 HFA executive directors • Officers include: president, vice-president, and secretary/treasurer • Immediate past president serves as ex-officio • Officers and board members are elected by the general membership (54 HFA executive directors) • Officers serve one-year terms • Board members serve staggered two-year terms • Board meets three times a year during NCSHA’s Legislative Conference, Housing Credit Conference & Marketplace, and Annual Conference & Showplace

  11. Advocacy NCSHA is committed to protecting, expanding, and increasing the effectiveness of federal Affordable housing programs responsive to the wide range of housing needs HFAs serve.

Advocacy (cont’d) NCSHA is the principal advocate for three federally authorized programs; all of which provide a solid foundation for the creation of hundreds of other housing programs: • Tax-Exempt Housing Bonds, including single-family MRBs and multifamily housing bonds • The Housing Credit • HOME Investment Partnerships Program NCSHA and HFAs work jointly to defend and advance these federal programs.

NCSHA Annual Survey: Factbook • Each year, NCSHA publishes the HFA Factbook,a comprehensive survey of HFA program activity • The publication supports NCSHA’s advocacy within Congress, the Administration, and the numerous federal agencies concerned with housing • Provides hard evidence of HFA program results and successes • Gives NCSHA the information necessary to accurately represent and respond to its member needs and press inquiries

National Conference of State Housing Boards (NCSHB) • Created in 1984 as an unincorporated entity by a group of HFA board members • NCSHB exists to provide educational and training opportunities for state HFA board members to help them govern their agencies more effectively • NCSHB members are HFA board members
