Introduction • The exacerbation of risks related to climate change makes the city of St. Louis more vulnerable. • Flooding, erosion and salinization are probably the major risks that threaten repeatedly the old city. • Despite the multiplicity of actors in the field and the numerous initiatives, the problem remains faced with a lack of coordination of actions. • The organization of community actors seems to be a fundamental deal that the municipality intends to rely for a more effective involvement of people in the management of climate risks Cluva Saint-Louis

Context of emergence of district councils in Saint-Louis • In the context of decentralization, three local authorities were created: • The region, the town and the rural community • The neighborhood (district) is absent in the process • Lack of accountability of local stakholders; • Insufficient support neighborhood problems; • Lack of social legitimacy of representative district with populations • Proliferation of formal and informal structures in all sectors • Need for coordinated action at the local level by a federative structure, apolitical and non-denominational =district council Cluva Saint-Louis

Organization et Functioning • The Neighborhood Council holds various meetings in different time periods, namely: • Monthly: Board Meeting; • Every 3 months: Steering Committee Meeting, it is the conditiongrant by the City of St. Louis to give them 114 € / year; • Every 6 months: General Assembly information also involving representatives of various associations; • Every 2 years: General Assembly renewal during which the officers are elected democratically under the supervision of the ADC .. District councils as important stakholders in adaptation in Saint-Louis • The district council’sroleis: • "Create and / or support initiatives developed self-promotion in the district in connection with the municipal authorities residing in the district (town councilors and delegates District); • Contribute to the realization of projects and actions identified in the Development Plan Area (PDQ). " • Play the role of intermediation as a privileged interlocutor for external partners. • It acts as a local government in support of neighborhood problems and in resolving internal conflicts Cluva Saint-Louis

District councils as important stakholders in adaptation in Saint-Louis • The district council is: • an excellent means of promoting projects to the people; • A gateway mandatory for the success of any project to be implemented in the district, • A shortcut in the implementation of projects through its ability to rapidly target populations and vulnerable areas; • An excellent tool for mobilizing people in the occurrence of risk • A partner of the municipality for governance of climate risks. • A significant opportunity in the involvement of local actors (district level) in decision making on issues concerning them. Some achievements of district councilthe example of GoxuMbacc district • The district council of GoxuMbacc has to its credit several achievements: • the construction of a highway by the state, which was donated to the town; • conducting survey on fertility, which revealed a number of 400 births per year; • achieving censuses residents in the district in 2000 and 2012; • organizing awareness sessions on a variety of topics; • the organization of training sessions for teachers on climate change so that they can relay information to students; • design projects on the risks of climate change; • The organization of young people in an association. Someproblemsrelated to local governance • Institutional two headed: delegate district – district council president; • Lack of legality of the district council; • Lack of financial resources to implement projects identified in the district development plan (PDQ); • Lack of updating PDQ which become obsolete over time against rapidly changing risk. Conclusion • Urban governance in the city of St. Louis has experienced notable changes; • The extension of decentralization to the local level through the creation of neighborhood councils is a major opportunity in the management of climate risks; • To play their role, they must be institutional strengthening and coaching largest in terms of financial resources; • Social legitimacy makes it an important tool in the local governance of climate risks.
