    2. Dorset Public Sector Network Project The Dorset Public Sector Network Project is a Pathfinder initiative with a primary objective of satisfying the public sector network services needs for Dorset

Background Existing DCC Broadband network contract ending soon Agreement for DCC and the 6 Borough & District Councils to move towards a shared services model Pathfinder councils identified as key stakeholders Additional public sector organisations inclusion? New solution alignment with emerging public sector standards The Leaders and Chief Executives of the seven Pathfinder Councils have provided strategic direction that requires the six Borough and District Councils to come together enabling services i.e. ICT across all seven authorities. It is therefore paramount that the future communications network in Dorset is sufficient to support the requirements of this shared service delivery model. Other public organisations have been approachedThe Leaders and Chief Executives of the seven Pathfinder Councils have provided strategic direction that requires the six Borough and District Councils to come together enabling services i.e. ICT across all seven authorities. It is therefore paramount that the future communications network in Dorset is sufficient to support the requirements of this shared service delivery model. Other public organisations have been approached

Dorset Public Sector Network Project This is a procurement project Inclusions This project will provide requirements gathering, tender and procurement phases of a contract and catalogue of services that will be available to any of the partners. Exclusions Provision of the catalogue of services - there will be implementation in a follow on project

    5. Project deliverables A standardised approach to business and technical requirements gathering and analysis (This will build on the pre-project discovery work already undertaken) A contract to include a catalogue of network services to which local government and public sector organisations can procure additional services Wide Area Network connectivity ISP services Directory services Security services Video streaming Telephony, including VoIP Other services being considered: Mobile wireless Business Continuity/Disaster RecoveryWide Area Network connectivity ISP services Directory services Security services Video streaming Telephony, including VoIP Other services being considered: Mobile wireless Business Continuity/Disaster Recovery

    6. Flexibility The resulting contract and catalogue of services will be flexible in terms of technical capabilities; and also be able to respond to organisational growth or reduction for the duration of the contract.

    7. As a minimum , the contract will meet the business needs and be accessible to the following Dorset Pathfinder councils: Christchurch Borough Council Dorset County Council East Dorset District Council North Dorset District Council Purbeck District Council West Dorset District Council Weymouth & Portland Borough Council

    8. The contract will provide a framework allowing other public sector organisations the option to join Borough of Poole Bournemouth Borough Council Dorset Fire and Ambulance Services and Dorset Police Force (Blue Light services) Dorset Strategic Partnership (DSP) Hampshire County Council Parish and Town Councils Primary Care Trusts (PCTs) Voluntary Sector

Identified Benefits A single approach to market will yield savings to all organisations A single approach to market will make substantial savings in reducing duplicated work in requirements management, project Management and procurement A single methodology covering all aspects of contract and service management will provide savings in resource and budget

    10. Identified Benefits Collaborative working across the Pathfinder Councils and other public sector partners will promote skills sharing and best practice in service delivery Key enabler for delivery of shared services New ways of delivering services to Dorsets citizens
