SAICM Implementation • Overall objective: sustainable management of chemicals by 2020, in order to minimize adverse effects on human health and the environment • SAICM to become an overarching framework to facilitate coherent, integrated and programmatic approaches for national chemicals management • SAICM builds upon prior initiatives and agreements • Integration and coordination • Strengthening partnerships for chemicals and waste management • Key role of industry, NGOs and civil society

UNIDO’s Approach to SAICM Implementation • Initial report on the development of UNIDO’s approach for SAICM implementation in the industry sector provided to the Executive Board of the QSP • UNIDO’s approach follows the objectives and work areas of the global action plan of SAICM: • Encouraging the reduction of the quantity and toxicity of hazardous wastes • Promoting voluntary industry initiatives and product stewardship in all relevant industries • Promoting greater coordination among regional and national centres and other stakeholders • Promoting remediation of contaminated sites

Background to UNIDO’s Approach to SAICM Implementation • UNIDO TC Programmes have established 35 cleaner production centres for industry service, 20 investment and technology promotion offices and 43 UNIDO field offices • Due to its comparative advantage in POPs, UNIDO gained direct access to GEF for the implementation of the Stockholm Convention • UNIDO is implementing around 40 POPs enabling activities, most of them are in the final phase • Several post-enabling activities are being developed taking into consideration national priorities and action plans • MOU with UNITAR recently signed. Future collaboration will contribute to coordinated efforts

Building upon work conducted for chemicals-related MEAs • For integrated and programmatic approaches for national chemicals management, there is a need to link national implementation of SAICM and implementation of international chemicals and waste management agreements • Using the infrastructure, capacity built, lessons learned as well as experience gained from the implementation of other agreements/projects can effectively support SAICM implementation • Link chemicals management to national development priorities • Effective project implementation by multi-sectoral participation, monitoring and evaluation of project sustainability

  6. UNIDO Commitment • Paper prepared on industry-based measure to SAICM PrepCom2 • SAICM PrepCom3 hosted in Vienna with UNIDO’s full support
