  2. RECOGNITION Government of India KrishiKarmanya Award 2012-13, in Istcategory of Total Food grain Production awarded on 10th Feb 2014. The state received this prestigious award during 2011-12 also by the Hon'ble President of India. The state was honored by Hon'ble President for achievingmore than 18% Agriculture Growth in the year 2011-12. Best Agriculture State Award 2012 awarded to MP under Agriculture Leadership award.

  3. PERFORMANCE: AGRICULTURE • During XIth plan the state achieved a growth rate of more than 9%as against the targeted growth of 4% in the Agricultureand Allied sector. • The crop sector growth during 2011-12 & 2012-13 has been highest 18.89%& 16.40, respectively. • The state occupy Ist rank in the production of Soybean, Gram, pulses and oilseeds at the National level. • It ranks 2ndundermustard and 3rdin Sorghum, Lentil & Wheat production. • Thanks to effective Technology Transfer with Wheatproduction of 161.25 lakh MT during 2012-13. Thestate is included in the top 3 highest wheat producing states in the country.

  14. Availability of Soybean Seed for Kharif 2014 and Steps taken by State Govt.to Meet the Requirement • Seed Production of Soybean was affected in Kharif 2013 due to excess rains. • Demand of Soybean Seed for Kharif 2014 is 20.00Lakh Quintals. • Meeting was held at JNKVV Jabalpur on 28.01.13 to meet Soybean Seed availability in Kharif 2014 in State. • Scientists Recommendation of off season Soybean Seed production was sent to GOI to produce 12000 qtls. Seed in A.P. and 12000 qtls. Seed in Karnataka • Presently only 9.00lakh Qtls. of seed is available as against demand of 20.00lakh qtls. Creating a huge shortage of 11.00lakh qtls. • NSC has agreed to supply 45000 qtls. seed of JS-335 variety procured through tender from private sector. But as JS-335 variety is more than 15years old and there is no provision of Seed Distribution subsidy & its price is Rs. 8000/- per quintal which is much higher than last year’s price of Rs. 5800/- per quintal. • Issue of GOI decision : Govt of MP has sent a proposal to reduce the standard germination percentage from 70 to 60% through letter no B-15-3/2013/14-2(part-3) dated 31-01-2014 to Joint Secretary (Seeds) GOI. • 40% additional Seed(Approximately 2.2lakh qtls.) will be available to M.P., if GOI sanctions the proposal of reduction of standard germination percentage to 60%.

  19. Strategy and Measures adopted along with Innovations • A. Irrigation and Land Management: • 1. Enhancement of Area under assured canal irrigation - Growth from 9.75 lakh ha in 2010-11 to 22.13 lakh ha in 2012-13. It will go to 26.36 lakh ha in 2013-14. • 2. Bringing fallow land under cultivation - Fallow Land 14.33lakh ha in 2007-08 reduced to 8.58lakh ha in 2012-13 by campaign at all level. • B. Agriculture extension and process innovation: • About 5.22 Lakh ha of land brought under SRI method of rice cultivation. 20000 conoweedersand 10000 markers provided on 90% subsidy. 23

  20. Cont… Warehousing and Infrastructure: The state has taken warehousing program in a big way whereas the total storage available in the state in 2010-11 was 79 LMT. It has increased to 98 LMTin the year 2012-13. It would increase to 115 LMTin 2013-14. The highest for any state in India. D . Credit and Management Interventions – 1. The interest rate in crops for Agriculture Loans reduced from 5% in 2009-10 to 1% in 2011-12. Crop Loan increased from Rs. 5845crores in 2010-11 to Rs. 10343crores in the year 2012-13 (77% in 2 year). 2. 2313 Seed Growers Co-operatives formed for augmenting availability of certified seeds. 24

Electricity Supply: • Rs.7052crorestariff subsidy given by State Govt. to State Electricity Companies for providing electricity at reduced rates to Agriculture Consumers etc. from 2009-10 to 2012-13. • 31.16 lakhtemporary connections provided in the last 3 years to meet the demand during Rabi season. • Feeder separation in progress for providing quality and continuous supply of electricity for 10 hours for agricultural operations. Second largest in india. 4. The power to agriculture sector which was 6776 million unit in 2009-10 increased to 9478 million unit in 2012-13. (16.2%). 25

Extension and Technology: • SRR in all major crops increased in Wheat14.03% to 27.20%, Paddy 8.85% to 22.61%, Maize 10.94% to 73.91% Gram 2.90% to 15.78% as compared to base year 2007-08 • Extension- Replacement of Traditional broadcasting system of sowing by Line Sowing in 11 lakh ha in Bundelkhand and Baghelkhand region by vigorous extension efforts. • Timely agricultural advisories through Mobile SMS in Hindi highest in India (more than 63.13 Lakh) • G. Policy Interventions: Krishi Cabinet constituted for ensuring better coordination among the Departments of Agriculture, Power, Irrigation, Cooperative. 26

  23. Cont… Technology Extension- 1. To save Kharif crop from heavy rains ridge-furrow method of sowing is encouraged and 50000 seed drills equipped with ridge-furrow attachments distributed. (Innovation) 2. About 31000 ha land deep ploughed under HaldharYojanaduring year 2011-12 (Rs. 4.68 crore) increased in 2013-14 to 71000 ha (Rs. 10.65Crore). (Innovation) Extension and process innovations- 1. Promotion of hybrid paddy through SRI and composite nurseries under RKVYin the year 2013-14 covering 1.80 lakh ha. (Innovation) 2. Substantial increase in area and production of Hybrid Maize by providing 90% subsidy to the SC/ST farmers. Total expenditure Rs. 576 lakh and seed distributed 6748 qtls. in the year 2012-13 (Innovation) 27

  24. Cont… 3. Underthe seed quality improvement programme,20,000 villages provided with Spiral graders and seed treating drums free of cost under RKVY. (Innovation) 4. Integrated technological extension to benefit 2.5 lakh farmers(5000 farmers per district) every year for the first time through joint mobilization of scientists from KVK & ATMA. It will also monitor the change in production and productivity after the season. (Innovation) Innovations - 1. 139 villages have been developed as Yantradoot Gram (Fully Mechanized Villages),where farmers are encouraged to adopt mechanized farming. Phenomenal increase in all crop productivity. (Innovation) 28

Private entrepreneurs are being encouraged under bank assisted custom hiring centers by providing subsidy up to Rs. 10 lakhfor each center. 267 such centers have been established so far. New 250 applications are under consideration. (Innovation) • Fertilizer Supply Management- Incentive for advance lifting of fertilizers - The state gave an incentive of Rs. 55.85 Crore to Markfed and PACS for advance storage in the year 2012-13 for advance stocking of fertilizers (20.54Lakh MT). (Innovation) Constitution of MP State Organic Development Council is under progress 29

  26. MUKHYAMANTRIKISSANVIDESHADDAHYANYATRAYOJNA • To provide new and improved techniques to the farmers, new scheme has been launched. The scheme is based on "beleiving & seeing principle". • Object of the scheme is to upgrade the skills so that cultivators will be able to disseminate improved technology. Each group consists are 20 farmers, 1 scientist and 1 officer. • Under the scheme following groups will be visited in different countries

MUKHYAMANTRIKHETTEERTHYOJNA • In this scheme fields of Research institute, KVK and selected farmers field will be declared as a "KhetTirth" where progressive cultivators will make the exposure visit (out of state, within state and within district) • KhettirthYojana will cover the following activities • Development of 1 acre, 2.5 acre and 5 acre profitable models. • SKILL DEVELOPMENT • Under this scheme 68 agencies have been selected as VTP. • 19 training courses are being run. and 3418 candidates have been trained.

ICT in Agriculture Information of key technologies- • For the easy availability of informations regarding high yielding varieties, hybrids, agro chemicals, intensive crop cultivation techniques and other improved technologies department started web portal mpkrishi.org in Hindi language. • Govt. of India sanctioned Rs.780.61 lakh under “AGRISNET" for strengthening / promoting ICT in Agriculture in MP. in the year 2007 during first phase. • Under the state scheme of Information Technology in agriculture an outlay of 1700.00 lakh was proposed for the 12th five year plan and a sum of 200.00 lakh was spent during 2012-13 and expected expenditure for financial year ending March 2014 is Rs333.23lakhs . • The List of Beneficiaries of departmental schemes is being available on departmentalportal and it is being continuously updated

ICT in Agriculture • Keeping in view the following factors : • - Fast growth of infrastructure in the state, • - The continous availability of power in rural areas • - Increased internet connectivity at block level • GOMP has in its VISION 2018 document ceiling of Rs 350.00 lakhs proposed for ICT has 2014-15 has been revised to 1500.00 Lakhs . • The proposal is in addition to the National e Governance programme which has also been implemented in the state since 2009 and new KIOSKs have been installed upto block level under the scheme and for better data generation data entry operators have been provided upto block level.

Proposed programme under NeGP - A • New Computer labs are set up in AETC’s under the National e-Governance programme to facilitate farmers to get more and more access to ICT . • The soil testing labs are also being directly connected so that timely soil test reports can be communicated to the farmers at their door steps . • FIG’s are being Facilitated to make farmer producer companies . Capacity building of these farmers is being done, and with the help of computer labs set up in AETC’s these farmer will be made internet friendly , so that they may independently handle their business. • A proposal of 49.00 crores has been prepared for next three year and the plan includes many innovations • such as GPS tracking of field functionaries . • Physical verification of beneficieries on real time basis with use of smart devices . • Voice SMS based grievienceredressel mechanism for efficient service delivery.

  32. Proposed programme under NeGP - A • NeGP activities are ready to take off, the national farmer portal has already been linked to the website and Process of Data digitization has been initiated and soon recent GAP’s ,POP ,input recommendations and other such updated relevant current information will be available on this Portal. • The KISAN MITRAS(Farmer friends ) selected under ATMA are being trained in AETC’s Labs and they may work as facilitators at the CSC centres at panchayat level. • These KISAN MITRAS on one hand help the rural people to avail the facilities of various beneficiary schemes run by Government’on the other hand they may also help in grievienceredressal by taking the grieviences in voice SMS format rather than written form , making the process less cumbersome and more efficient .

Special Initiatives for Farm Mechanisation Quality improvement program for farmer held seed Government is committed to provide Spiral Graders and Seed Treating Drum in all 52000 villages for community use on free of cost basis through KisanMitra/Didi. 20,000 villages have been provided with these implement before Kharif 2013. Additional 20,000 villages will be covered before Kharif 2014. Improvement in quality of farmer held seeds has resulted in 15-20% increase in productivity.

  35. Custom Hiring Services Through private entrepreneur . Special Initiatives for Farm Mechanisation This state sector scheme was launched in 2012-13 to promote custom hiring services to farmer through private entrepreneurs. The private entrepreneurs can make a project uptoRs. 25 lakhs in which he gets support of 50% of the cost uptoRs. 10 Lakh from the state government. So far 267 such centers have been established. More than 10,000 small and marginal farmers have been benefitted by these centers.

  36. Special Initiatives for Farm Mechanisation A case study of custom hiring centre. Name - Hemant Kumar Verma, Village - Somalwada, Distt. - Hoshangabad CHC Started - March 2013 Project Cost - 18 lakhs Subsidy Amount - 9 lakhs Machine and Implements available - Tractor, Power tiller, Reversible plough, Rotavator, Cultivator, Disk Harrow, Seed cum fertilizer drill, Zero tillage seed drill, Fertilizer broad caster, Tractor mounted sprayer, Ditcher, Multi crop thresher, Straw reaper and Trolly. Workdone- 1530 hours, Rs. 10.50 Lakhs. Profit - 5.30 Lakhs Additional assets created from profit - Tractor of 18hp with rotavator was purchased in January 2014.

  37. Special Initiatives for Farm Mechanisation Deep ploughing program-HaldharYojna This state sector scheme was launched in 2009-10 to promote practice of deep ploughing. A farmer gets 50% of the cost of deep ploughing uptoRs 1500 per ha. So far about 2.25 Lakh hectares of fields have been deep ploughed.

Special Initiatives for Farm Mechanisation Promotion of Ridge-furrow method of sowing To protect Kharif crop from initial heavy rains, ridge-furrow method is being promoted. 50000 ridge-furrow attachments have been provided to farmers on 90% subsidy. These attachments are to be fitted in traditional seed drills. Additional 50000 attachments will be made available to farmers this year. So far 32 Lakh ha of Kharif area is covered under this method.

  39. Special Initiatives for Farm Mechanisation Promotion of SRI method of rice cultivation State has targeted to bring 40% of the paddy area under SRI system. To promote SRI, community nursery is raised and farmers are provided conoweeders and markers on 90% subsidy. In year 2012-13, 20000 conoweeders and 10000 markers were provided to farmers. This year also 20000 conoweeders and 10000 markers will be provided.

  40. Future Road map for higher production • 100% Kharif under Ridge and Furrow- Ensuring coverage of whole kharif area (other than rice) under ridge-furrow method of sowing by providing 1.50 lakh attachments in next 3 years. Promotion of raised bed planting method in Malwa Zone. • Major shift toward SRI- 40% of Paddy area (7 lakh ha) proposed to be brought under SRI with hybrid/Basmati during next 2 years. Use of Rice drum seeder will be promoted for line sowing. • State Innovation in Mustard and Wheat- Promotion of SWI in Wheat Crop & System of Root Intensification in Mustard Crop being promoted. SharbatiWheat and Basmati Rice cultivation is being promoted for export purpose. • Summer Moong & Uradas third crop- 3 lakh ha command area proposed under Summer Moong & Uradas third crop. The area in the year 2011-12 was 22000 ha which has increased to 135000 in 2012-13. 44

Future Road map for higher production • Specific efforts will be followed to cover maximum area under green manuring and use of compost in next 3 years. • IPM and INM technology will be adopted in FFS and cluster based demonstration. • Seed replacement rate will be increased up to 30% by increasing seed production programme. Encouraging insect pest and disease resistant/ tolerant varieties. Varietal replacement and propagation of newer location specific HYVs. • Conversion of fallow land- 3 lakh ha Rabi fallow area to be converted to pulse cultivation through zero till technology. 10 lakh ha. area under broadcasting will be brought under line sowing by providing additional 25,000 seed cum fertilizer drills. • Access to Technology at village level- Assured Supply of minimum one Seed Treating Drum and one spiral grader to each village by 2015-16. 45

  42. Future Road map for higher production • Every 10 village to have one custom hiring center in next 5 year. Mega Custom hiring center covering 5000 acres/center are also under way. 1000 villages will be developed as Yantradoot Villages in next 5 years. • MeraKhetMeriMaati: This scheme has been launched by the state in which on farm, off farm and community activities Rs. 6000 crores have been planned for next coming year will executed under MGNREGA. • Expansion in Irrigated Area- Govt. is committed to increase the area under irrigation by 4.23 lakh ha. through canal irrigation projects in next 2 years. IWM and cropping system approach will be followed to increase production and productivity. • Credit Expansion- Increasing Crop Loans through Cooperative Banks from Rs.10343croresto Rs. 12000 croresin 2013-14 (about 16% growth). This trend is to continue. 46
