Scope of evaluations (1) • Resolution of 63rd Session of General Assembly: • Encourages the Secretary General to undertake arrangements for an independent evaluation of lessons learned from the DaO efforts, and inform the GA of the modalities and terms of reference for this evaluation at its 64th session; • Underscores that the independent evaluation should be guided by the principles contained in the GA resolution 62/208 with regard to national ownership and leadership; • Underscores that the independent evaluation should be conducted in thecontext of system-wide norms and standards, and be based on inclusive, transparent, objective and independent approach; and • Underscores the outcome of the evaluation should be submitted to the GA at its 66th session.

Scope of evaluations (2) • GA resolution 62/208, in turn, notes the voluntary efforts to improve coherence, coordination and harmonisation in the UN development systems, and: • Encourages the SG to support “programme country pilot” countries to evaluate and exchange their experiences with the support of UNEG; and • Emphasizes the need for an independent evaluation of lessons learned from such efforts.

Scope of evaluations (3) This implies two mutually-enforcing processes: • The first: a compilation/consolidation of experiences and lessons learned over the last few years - a country-led evaluation - that feed into the independent evaluation • The second: an independent evaluation conducted in the context of system-wide norms and standards, based on an inclusive, transparent, objective and independent approach led at the global level

Mozambique recommendations (1) Country-Led Evaluation Process • Country-led evaluation to be initiated by the Government • Carried out by contracted independent entity • Building on lessons learned and experiences that have been documented in series of stock-taking exercises • Maintaining flexibility in adapting global framework in country level ToR (ensuring comparability and credibility) • Maintaining transaction costs low and cognizant of efficiency gains Timeline • Mid 2010 Oversight • Government, in conjunction with UNCT, bilateral and civil society partners (Steering Committee +) • Funding mechanisms to be determined at the country level by Government and partners

Mozambique recommendations (2) Independent evaluation Process: • Independent evaluation to be initiated and overseen by entity at the global level Timeline: • Mid 2010 to early 2011, with outcome to be presented to the 66th session of the Sept 2011 GA Oversight • Global body – with participating programme pilot countries
