  5. SECTOR MATRIX ENTERPRISE DEVELOPMENT STRATEGY • Selecting Winners approach. • Selecting emerging Black enterprises with potential. • Mentorship over a reasonable period. • Ensuring self sustainability and growth from small to medium and large enterprises.
