Brief overview of the OHA and the Oregon Public Health Division • The Oregon State Public Health Laboratory (OSPHL) of the Oregon Health Authority (OHA), Public Health Division (PHD) in concurrence with Oregon Department of Environmental Quality(DEQ) and Oregon Department of Agriculture was granted authority by the Oregon State Legislature to implement an laboratory accreditation program. Established by 1999 Oregon Legislature. • Approved by the National Environmental Laboratory Accreditation Program (NELAP) to act as an accrediting authority on February 9, 2000. • Oregon Environmental Laboratory Accreditation Program (ORELAP) ORELAP

The National Environmental Laboratory Accreditation Program Institute (TNI) • ORELAP is committed to following the current the TNI standards adopted at the Annual conference in July 2009. • Accreditation of environmental laboratories by ORELAP is based on the 2009 TNI standard (and any amendments) as described in OAR 333-064-0005 to 333-064-0110 • ORELAP must meet all requirements to maintain its status as a NELAP accrediting body. • This includes having ORELAP approved assessors and certifying laboratories that comply with the TNI standards as specified in the OAR rules.

  4. ORELAP Organizational Chart Personnel Consist of the following: • Executive Team: Dr. John Fontana, OSPHL Lab Director Brian Boling, DEQ Administrator and Kathleen Wickman, Depart. Of Agriculture • Traditionally the Executive Team played a limited role in the direct operations of the program, however, they have been actively involved in the overall management of the program these last 6 months. • ORELAP staff anticipates a continual active support fro the ORELAP Executive Team.

  5. ORELAP Program Manager • Chris Redman was hired March 21, 2017. Prior to his hire date, he was the DEQ/QA Manager and would help the ORELAP assessors with on site assessments since 1990. • Chris had worked almost full time with ORELAP from October 2016 up to his hired date with OHA. • Chris has participated in the program’s growth through these many years and has the passion to see this program excel.

  6. ORELAPAssessors: Liz Garcia-Lead ORELAP Assessor (hired date October 13, 2015) Liz has worked so very hard and has been a great asset to the program . She is training the two new assessors. Liz had completed a refresher course for TNI assessors on March 6,2017 and is signed up for the EPA Drinking Water Certified Officer training for microbiology June 2017

  7. ORELAP Assessors AliaServin new ORELAP Assessor. Hired March 6,2017 . Alia earned her B.Sc. and Ph.D. in Chemistry at the University of Texas at El Paso with a focus on environmental and analytical chemistry. She is a former agricultural post-doctoral research scientist form the Connecticut Agricultural Experiment Station. Alia has earned her TNI assessor certification March 27, 2017 and will be attending the EPA Drinking Water Certified Officer training for chemistry in June 2017

Interagency Agreement with DEQ DEQ staff: • Scott Hoatson, DEQ QA Officer/ORELAP QA Officer • Heather Cayton, DEQ/ORELAP assessor • Sophia Caggiano, DEQ/ORELAP assessor Scott has be a resource of support and has stepped up to be apart of the RAC meetings for Oregon Medical Marijuana Program (OMMP). Scott had attended the TNI conference earlier this year representing ORELAP . Heather had completed the TNI assessor refresher course March 2017 Sophia had earned her TNI basic training certification March 27, 017

  9. ORELAP Assessors cont. Ryan Pangelinan new assessor. Hired date March 20,2017 Earned his B.Sc. degree in Biology/Chemistry at the Eastern Oregon University. Ryan comes with over nine years of laboratory experience working in an ORELAP accredited environmental laboratory and more recent working as a Chemist 2 from DEQ. Ryan has earned his TNI assessor certification March 27, 2017 and will be attending the EPA Drinking Water Certified Officer training for chemistry in June 2017

ORELAP staff in summary • ORELAP now has a full staff, with three newly hired employees • Chris Redman, ORELAP Program Manager (Newly hired March 21, 2017) desk phone # 503-693-4122 • Liz Garcia, ORELAP assessor • Alia Servin, ORELAP assessor (newly hired March 6, 2017) • Ryan Pangelinan, ORELAP assessor (newly hired March 20,2017) • RaeAnn Haynes, temp part time ORELAP assessor • Rita Youell, temp part time helping with tracking/invoices. Rita has completed her 6 months temp part time position on May 14, 2017.

Training for ORELAP assessors • Training: • Alia Ryan and Sophia are attending TNI Basic Training for new assessors in Baton Rouge LA March 27-30, 2017 • Upcoming EPA DW CO training for the ORELAP staff is scheduled in Richmond CA June 2017. • EPA DW Chem June12-16 Alia Ryan • EPA DW Microbiology June 19-23 Liz Chris

Mandated laboratories to be ORELAP accredited ORELAP accredits qualified laboratories for testing under the Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA) and the Safe Drinking Water Act (SDWA) and Cannabis testing under ORS 475B.550 to 475B.590 Drinking water laboratories and cannabis laboratories. ORELAP goal is to have all assessors to be certified for microbiology and chemistry (organic/inorganic) EPA DW CO.

ORELAP laboratories • Oregon Primary ORELAP accredited total 130 labs • Out of state labs 67 • In state labs 63 • Oregon Secondary ORELAP accredited 20 labs • ORELAP is committed to our 150 laboratories. . • Our goal for the ORELAP labs is to achieve ORELAP accreditation based on conformance to the TNI standards; and to maintain sustainable accreditation status.

  14. Average number of days from assessment to initial ORELAP report • Number above columns represents the number of labs assessed per month. Dashed line represents the AB's-30 day requirement for final report according to the TNI Standard: V2M3-ISO-2009: 6.12.2.

  15. ORELAP goals We are striving to provide all resources and training opportunities to ensure each assessor will be cross trained in all fields of accreditation. As our staff collaborate, cooperate and become consistent in data review and onsite assessments the ORELAP program will improve. Our program has an impact on not just the laboratories seeking ORELAP accreditation, but has direct impact on other agencies within the Public Health Division centers.

  16. Goals to develop program relationships within OHA • We will be setting up “Meet and Greet” meetings this summer with Drinking Water Program, Medical Marijuana Program and OLCC. Getting to understand the programs within our state, how we each have an important role in Public Health. • With the past year of crisis events, i.e. arsenic cadmium , lead in drinking water, I would love for ORELAP to take on the role of being proactive and not reactive.
