  1. Kingsley Charter Renewal 2014 Parent Community Meeting February 25, 2014

  2. Kingsley’s Charter - Basics • 1998 Original Charter • 2001 Renewal 1 • 2006 Renewal 2 • 2010 Renewal 3 • 2015 current expiration • School charter document, • http://www.kingsleycharter.org/uploads/6/7/4/5/6745923/2010-2015_kingsley_charter.pdf

  3. Charter Renewal Process in the Past • Show compliance with performance goals defined in prior charter agreement • Request ‘waivers’ in areas where Kingsley wanted flexibility from DSCD(pg 52) or GA DOE (pg 54)requirements • flexibility to use teachers to teach curriculum outside their certification • Exemption to the A+ Education Reform Act of 2000 on the creation of School Councils • Kingsley Charter School will determine the number of minutes necessary for each academic subject to ensure students meet their educational objectives.

  4. Charter Renewal Process - New • Kingsley’s charter will need to be rewritten to meet new state charter requirements. • The new requirements are so different that the renewal should be considered a ‘start from scratch’ effort. • As a conversion still no appeal process if DCSD denies petition • There are open state, legislative, and district issues greatly affecting this process. • Flexibility Advisory Committee • Strategic Planning • Legislative decisions • DCSD presentation available on Kingsley Website

  5. Charter Renewal Process Main Areas of Change • How much autonomy? • “people, time, and money” • New Measurements for Performance • State mandates

  6. Charter Renewal ProcessMain Areas of Change

  7. Charter Renewal ProcessMain Areas of Change • DCSD to provide an ‘above the line, below the line’ list of items that can and cannot be autonomous at the school level – 2-3 months for further clarification of what these will be

  8. What Does it All Mean? • We must decide: • Are we willing to put in the time and effort, now and moving forward, in exchange for potential of MUCH greater flexibility? • Do we request an extension now to give time for DCSD definition of successful petitions? (if so, due by March 15th) • Should we let our charter lapse and try to start from scratch in 2015-16 cycle? DeKalb may have declared they will be a Charter system and Kingsley will have to present a strategic plan any way
