Oregons House Bill 3369 (2009), Sect 44-45 HB 3369 directs WRD and its sibling agencies, along with partners, to develop IWRS to meet instream and out of stream needs to develop data on an ongoing basis to forecast these needs. to take account of coming pressures Provide 2011 progress report to the Oregon Legislature. WRC provide notice to other Boards and Commissions before adoption. IWRS take effect upon adoption by WRC.     10. Water Resources Commissioners and staff wrote these papers in response to the question Why are you bothering to plan? Oregon has plenty of water. ~ not true for all locations, times of year, sources of water, or uses for water. ~ we have communities (human and ecological communities) experiencing scarcity now. Paper topics = the themes identified during the 2008 OSU state-wide roundtables. The issue papers put into one place maps, graphics, and statistics that our agencies typically use to communicate with our separate stakeholder groups. Have received many comments.
