Limitations & Problems Limitations • Small Plants – Capacity ranges from 50 kg/day to 1000 kg/day • Perception - These projects to be considered as Waste Processing Plants rather than Energy Generation Plant. Below 50 kg/day capacity – composting is viable option. • CFA - Available only for electricity generation & not for thermal application. • Non-availability of Biogas Engines on small scale – 2 / 3 / 5 KW • Owner has to operate & maintain the plant at it’s own. Requirements • Change in ULB’s By-laws – • Making mandatory for upcoming Housing Complexes to install such projects to dispose off the wet wastes at source level. • Continuous operation and maintenance of the plant to be made mandatory for housing societies. • ULB’s may offer House-tax Rebate to such Housing Complexes / Commercials Establishments / Hotels • Exemption in taxes – currently it is 5% VAT • Allowing other experienced technology suppliers to install the plant • Make the sector Market Driven rather than Subsidy Driven • Simple & effective procedures for getting CFA Enprotech Solutions, Pune

Mode of Implementation - Strategic Approach The Processing Facilities should be available for at least 1.3 times larger than total generation of wastes. • Micro Scale – Privately Owned - At individual level – Bungalow’s /Flats 2. Small Scale – Privately Owned - Housing Complexes / Hotels / Institutes/ Resorts 3. Medium Scale (Decentralized Manner) - Owned by ULB’s • PPP Mode – ULB’s (Capital Cost + O&M) + Institutes (Land) = Institutes may utilize biogas for cooking / Electricity generation. • PPP Mode – ULB’s (Land + O&M Cost) + Rotary Clubs / Industrial Houses (CSR) (Capital Cost) = ULB’s may utilize biogas for cooking / Electricity generation. 4.
