Purpose of Tool Standard • All Sites have been asked to implement a Tool Standard regarding the use of tools • By creating this one standard our site will eliminate the need for 2 other standards, 4 safety references and 4 maintenance site policies. • It will make it easier for All Employees to find and view tool requirements regardless if you are a Dow Employee or Contractor. • Reduce the risk of injury due to the use of tools. • Site can leverage best tools and best practices for various types of work • Workers will be better informed about tool selection possibilities when planning jobs • Gives requirements and best practices for the specified tools • Tool Database is an evergreen spreadsheet that will be utilized to update tool users on safer and newer tools available.

Standards/ References/ and Maintenance Policies The list below are the Standards/ References and Maintenance Policies that will be archived and placed into the centralized M-85 Tool Standard. • Safety Standards: • Knife - M-81 – Placed in Tool Standard under Knives • Pneumatic Tool - M-82 - Placed in the Tool Standard under Pneumatic Tools • Safety References: • Grinding Wheels SR- 12 – Placed in the Tool Standard under Grinders • Oxy-Acetylene Cutting and Welding Operations - SR-31 – Placed in the Tool Standard under Welding Operations • Plasma Cutting Equipment - Safe Practices for - SR-39 – Placed in the Tool Standard under Welding Operations • Wire Rope, Slings and Sheaves - Inspection of - SR-13 – Placed In Tool Standard under Chain falls/ Wire Rope/ Slings • Webedms: Maint. Policy: • Hammer Wrench Policy – Site Maintenance Web EDMS • Back-up policy– Site Maintenance Web EDMS • Grinder Use Safety Training Policy– Site Maintenance Web EDMS • Grinder Use Checklist – Site Maintenance Web EDMS

  4. Safety Rule Book References Listed below are tools that are referenced from the Safety Rule Book. These rules will continue to reside in the Safety Rule Book but have also been included in the M-85 standard for reference. • 2009 Safety Rule Book: • Pneumatic Tools – Referenced pg. 20 Dow Safety Rule Book • Portable Ladders– Referenced pg. 24-25 Dow Safety Rule Book • Grinders – Referenced pg. 19-20 Dow Safety Rule Book • Knives – Referenced pg. 19 Dow Safety Rule Book • Welding – Referenced pg. 11, 21 Dow Safety Rule Book • Electric Tools– Referenced pg. 20 Dow Safety Rule Book • Saws – Referenced pg. 19 Dow Safety Rule Book

  5. Changes Associated with M-85 Tool Standard • Grinder use training and Grinder Use Checklist is now a requirement throughout the site prior to using a grinder. Contractors and Site Maintenance are already practicing this. • Site Tool Team Implemented • This Team will assist in evaluating and giving guidance on proposed tools for site use and will oversee the database. • Tool Grid Database • This database should be utilized during planning stages of the jobs to provide tool information, tool requirements, and to leverage the use of best practices and new tools approved for use across the Site.

  6. Location of the M-85 Tool Standard/ Grid • M-85 Tool Standard: • Will be housed on the Texas Environmental, Health, and Safety website. Address for the website is the following: http://na-ehs.intranet.dow.com/tx-ehs/ • M-85 Tool Standard will also be located in the Contractors Admin Manual located on the maintenance Webpage and the TOCAS Website • Tool Grid Database • Will be linked with the M-85 Tool Standard.   7. Who does this Apply To? • The Texas Operations M-85 Tool Standard applies to all Maintenance, Operations, R&D, Site logistics, Engineering Solutions and all Contractors that use or have the potential to use tools.
