Concept • The Public Cloud Hosting Services cooperative contracts explore new ground for WSCA and NASPO cooperative contracts in that they are contracting for services that are in many states under the control of a different cabinet officer/secretary/agency head – a State Chief Information Officer (CIO). • A different process will be used to document participation, so that both CPOs and CIOs are kept in the loop and understand what is going on. Concept • The RFP called for offerings in four categories, respondents had to respond to categories 1 and 2: • GIS Cloud Hosting Services: Includes cloud-hosting services specific to GIS services in the participating states • General Cloud Hosting Services: Includes general cloud hosting services not specific to GIS requirements • Cloud Provisioning Services: Includes access to cloud provisioning stacks that may be available to States for use with their internal cloud services and respondent cloud services • Consulting and Design Services: Includes consulting and design services available to the States from the respondent for implementation of cloud services • Respondents were NOT required to respond with services that met any published “security” standards – these offerings were not intended to meet financial or HIPA or any other secure data standards. This is a service for PUBLIC access. There may be security related offerings, but these were not evaluated by the Sourcing Team. Public Cloud Hosting Svcs

Sourcing Team • The CIOs of Montana, Colorado, Oregon and Utah (as an organized group) approached the WSCA Directors in 2010 and asked if WSCA would consider leading a “cloud hosting services” contract for use by CIOs. Process • Process was split into two pieces: RFI and RFP • The opportunity to participate and respond to the RFP was openly available for over a year (November 1, 2010 to January 20, 2012) • Montana volunteered to lead the RFI piece: • RFI Released on November 1, 2010 • 23 RFI Responses received • RFI Conference: • June 14 and 15, 2011 in Helena Montana • 55 registered entities/individuals, five states (CO, MT, OR, UT, WY), 2 federal organizations present • 6 RFI responders made presentations (Amazon, ESRI, Skygone, Microsoft, Google, IBM) • Utah volunteered to lead the RFP piece: • RFP Released on December 1, 2011 • There was no pre-response conference, given that we had already had the RFI Meeting • RFP Closed on January 20, 2012 • 14 Initial responses received Public Cloud Hosting Svcs

  9. Offers The purpose of the BAFO was to create, as much as possible, an orange to orange comparison of pricing between the four responders. The team defined 4 (plus – they are techie types after all) scenarios from real life experiences and had the responders price them out on spreadsheets that were provided to them. The average offer for the 4 finalist was $41,732. The average offer for the 6 qualified responders was $137,110 – we think we made the most competitive choices. Public Cloud Hosting Svcs

Participation Pool • Initial Participation (4): • Colorado - Montana - Oregon • Utah • Intent to Participate ‘s executed (10): • Arizona - Connecticut - Delaware • Hawaii - Iowa - Louisiana • Minnesota - North Dakota - Oklahoma • Vermont • Other states that were involved in varying degrees (7): • California - Michigan - Missouri • Nebraska - North Carolina - South Dakota • Washington DC • There is a significant interest on the part of a number of federal entities and agencies to use these contracts • Also, NASCIO (National Association of State CIOs), NGAC (National Geospatial Advisory Commission) and NSGIC (National States’ Geographic Information Council) Public Cloud Hosting Svcs

Participation Process Because of the uniqueness of this contracting environment, a group of CIOs: • Dick Clark – Montana CIO – Chair (dclark@mt.gov) • Kristin Russell – Colorado CIO (kristin.russell@state.co.us) • Dugan Petty – Oregon CIO (dugan.a.petty@state.or.us) • Mark Vanorden – Utah CIO (mvanord@utah.gov) will act as a Management Advisory Team for this cooperative contract. They will plan, monitor and assess the use of the contract, the opportunities to further leverage volume as we go forward and determine the order in which states and entities will be authorized to use the Public Cloud Hosting Services contracts. Participation Process • Participating Addendum • Will be executed in a state by both the CPO and CIO • Both will potentially have adjustments to the document • A PA is NOT a billable document, it is a framework document • Engagement Addendum • Focus shifts to CIO, in the use and control of access to the contract services – states will decide how they want to roll out “engagements”, at what level within their organizations, who and how to monitor usage and results • “Engagement” has not been defined, so it may be broad or narrow • Statement of Work • Within a specific Engagement Addendum there may be a number of statements of work to allow states and entities to manage use of the contract Public Cloud Hosting Svcs

Participation Process • Cooperative Contracting 101 • A state drafts a proposed Participating Addendum/Engagement Addendum/Statement of Work • Shares the draft with the contractor (going through the contractor’s named contact (see earlier slide)) • State and contractor negotiate differences and agree on the final document • State prepares the final document and sends it to the Contractor for signature • Contractor signs document and returns it to the state for signature • State signs the document and sends a PDF file to the WSCA/NASPO Cooperative Development Team (Paul Stembler at pstembler@amrms.com) • The file will be renamed (we have thousands of these PAs (and related documents running around out there) and then a formal PDF copy will be sent to both the state (CIO and CPO/CIO/CIO) and the contractor • The entire process can be done with PDF files, unless a state or contractor requires hard signatures, in which case we suggest sending the PDF files around and then following up with the hard copy – WSCA/NASPO DOES NOT WANT A HARD COPY Public Cloud Hosting Svcs

Next ? • There has been some discussion of expanding this cooperative model to other services and commodities, both WSCA/NASPO and NASCIO are open to identifying those opportunities and working on accomplishing them • The success and lessons learned from this cooperative effort (Public Cloud Hosting Svcs) will serve as the basis for expanding those opportunities • WSCA/NASPO will be represented by Paul Stembler at the NASCIO annual conference in October, to help answer questions and work with states on modeling how the process might work in a state Public Cloud Hosting Svcs
