  3. 1980 – 1999. Civil Service ComputerisationProgramme laid the Foundation for Digitization & Connectivity

  4. ICT Manpower is essential. 1980, we had 850 IT professionals. By 1985, we need 5000. What did we do? Scholarships were introduced to attract the talented youngsters.

  5. 1982-1983, Tertiary Schools started IT Departments Tertiary schools introduced new IT diploma & degree courses.

  6. And not forgetting the working professionals Continual IT education for working adults & course for mid-career switch.

  7. 1998, Singapore ONE, the National Broadband programme was launched Government gave S$200M. Not for building a network, but to subsidisebroadband subscription.

  8. So 1980-1999, we have the following key Enablers Whole-of-Country Enablers National Broadband IT Manpower Development Civil Service Digitization & Connectivity Whole-of-Govt Enablers

  9. 2000 – 2010. The eGovernment era.

  10. Earlier part of this era was about delivering as many feasible citizen-centric eServices. Later years focused on mServices & integration. “Less is More” 1,600 eServices in 6 years & 300 mServices in 3 years. Public Service Infrastructure “Built Once, Reuse Always”

  11. By 2010… Whole-of-Country Enablers Services National Broadband 1,600 eServices in 6 years & 300 mServices in 3 years.   13. Big Data Analytics. Specially Social Data. Listen, Analyze, Insights, Calibrate Policies & Better Services. 60% of the population are Facebook users.

  14. Government Cloud available, let’s extend its value by having Software-as-a-Service (SaaS). G-Cloud implemented. Now focusing on SaaS. Pick, Pay & Use. Faster & Lower Cost.
