I2T2 Purpose A standing working group within the WJTSC to better synchronize and integrate a variety of Joint Intelligence Training initiatives, issues and concerns in the context of T2 and the Joint Training System. The I2T2 WG provides a venue for JIT Program situational awareness and a means to align and deconflict Joint Intelligence Training issues for presentation to senior T2 leadership. 14

I2T2 WG Participants • I2T2 WG Membership: Chaired by USJFCOM and comprised of Operations and Intelligence representatives from across the T2 and DoD Joint Intelligence Training Enterprise. • OSD • Joint Staff • COCOM/Service/Agency intelligence trainers who support operational intelligence, and or train intelligence functions in a classroom or exercise environment, and experiment with emerging intelligence capabilities. 15

I2T2 WG Business Rules (Draft Starting Point) • I2T2 Agenda: • Agenda will be standardized to institutionalize the I2T2 WG process • Agenda is at discretion of I2T2 WG Chair based on topics submitted, their priority, expected time requirements to cover each topic. • I2T2 WG members are encouraged to submit topics or issues for presentation, discussion, or decision. • WG Issues: • Must focus on JIT and the Joint Training System to be valid • Formatted IAW JS J7 Issues format • Briefed to the Plenary by I2T2 WG Chair or designee • I2T2 Voting Rules: • Simple majority of the WG is required to approve an action. • One vote per JS/COCOM/Service/Agency • Knowledge Management: • I2T2 WG information will be posted to the worldwide web site

Conference Theme Discussion • Training for Integrated Operations • Background: DODD 1322.18 defines integrated operations as the synchronization, coordination, and/or integration of DOD and other U.S. Government agencies’ activities, in coordination with partner nations, and non-governmental entities across the full range of military operations, which achieves a comprehensive approach that advances U.S. Government goals and objectives. • DODD 1322.18 directs the combatant commands to establish and conduct integrated operations training as required by joint mission essential tasks. • Requirement: Questions to consider for your working group functional area of interest: • What are our priorities for the conduct of Integrated Operations Training? • What are the joint training requirements for Integrated Operations Training? • What gaps are identified that hinder effective Integrated Operations Training? • Bottom Line: How does integrated operations training change our joint training perspectives?

JFITC Overview • JNTC Corporate Board equivalent • Broad Membership • Voting Members: all Combatant Commands, Intelligence CSAs, and Military Services, and JS J2 • Other Members: Intelligence Training Councils, OSD, JS J7, • Meets Monthly by telephone conference • Oversee development/execution of the JIT Program • Addresses all types of Joint Training • Individual, Staff/functional, and collective • Emphasis is on staff/functional training • Linked to DoD T2 program through JIT JMO • Prepare an annual report on JIT activities

JFITC Business Rules (abbreviated) • JFITC Membership: comprised of representatives from across the DoD Joint Intelligence Training Enterprise. • Voting Members: • Organization’s O-6 or GG-15 with the authority to make such decisions. • Currently (19) JFITC voting members, defined as: • - Joint Staff J2 • - (10) Combatant Commands • - (5) Services (Army, Navy, Air Force, Marines, and Coast Guard) • - (3) Intelligence Combat Support Agencies (DIA, NSA, and NGA) • JFITC Meeting Schedule: • Normally meets first Thursday of each month via teleconference

JFITC Business Rules(abbreviated) • JFITC Agenda: • At the discretion of JFITC Chair based on topics submitted, their priority, and expected time requirements to cover each topic. • JFITC members encouraged to submit topics or issues for presentation, discussion, or decision. • Knowledge Management: • Normal administrative operations/minutes on JFITC Intelink page associated with ITEB at https://www.intelink.gov/sites/iteb/default.aspx . • JFITC Voting Rules: • 2/3 quorum of voting members necessary for a vote to be considered valid. • Simple majority of the quorum is required to approve an action. • Votes conducted via e-mail using JFITC decision and routing forms. Voting organization O-6 / GG-15’s (or equivalent) name and title is required for official vote. • Official votes not required on all JFITC decisions. Simple consensus of attending members (voting and non-voting) may be sufficient to approve minor issues.

Strategy: End-state A universally accepted Joint Intelligence Training and Education Program with global execution through a Joint Intelligence Training Capability that is administered to published standards and addresses all types of training (individual, staff/functional and collective) at all levels of war (strategic to tactical) in order to maintain a consistent application of joint intelligence support to the warfighter.
